UNESCO Doha reaffirms a humanistic and holistic vision of Education 2030 as fundamental to personal and socio-economic development. The ED programme will provide technical expertise and advisory services to the Ministries of Education and relevant authorities in the six Gulf States to implement their policies and strategies within the SDG 4 Framework for Action. Specific focus is on strengthening national capacities to “Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all by 2030” in the six Gulf States. Main objectives of the education programme are: Strategic Objective 1: Supporting Member States to develop education systems to foster high quality and inclusive lifelong learning opportunities for all Strategic Objective 2: Empowering learners to be creative and responsible global citizens Strategic Objective 3: Advancing SDG 4 and shaping the future international education agenda A core priority of the office is improving the quality of learning outcomes and enhancing the performance of education systems in the GCC countries through policy analysis, research, and capacity development, as well as through the collection, analysis, and utilization of data for informed planning, strategic decision-making, and better monitoring of education outcomes. The UNESCO Doha Education Team works closely with Member States under this cluster office to promote and advance education goals. It will do so through the following education programmes: (1) Capacity Development for Sector-wide policy and plans in the Gulf States; (2) Global Citizenship and Education for Sustainable Development; (3) Technical and Vocational Education and Training (TVET); and (4) Inclusive Education. **TASKS AND EXPECTED OUTPUTS** ------------------------------ Under the overall authority of the Director of the UNESCO Doha Office, and direct supervision of the Education Programme Specialist, the incumbent will serve as Education Officer for the Education Programme. To this end, the incumbent will provide administrative support to implement the education programme in the six Gulf States. In particular, s/he will be expected to perform the following responsibilities: • Assist in implementing education activities specific to Education programme; • Support coordination with national counterparts and other partners to provide updates, organize meetings, capacity development workshops, seminars, and trainings held within the framework of SDG 4 in the six Gulf States or at sub-regional level ; • Assist in arrangements for field visits and data collection to prepare policy briefs or analytical reports; • Assist in the administrative and financial procedures requires for the ED programme; • Assist in SISTER programming and monitoring; • Support inter-agency work and coordination with major partners; ensure coordination with UNESCO Offices and institutes; • Provide assistance with communications and drafting correspondence; • Assist in preparing budgets with breakdown for activity and prepare contributions; • Liaise with organizational units and ensure coordination with UNESCO offices and institutes; • Assist in preparing work plans and budgets and prepare contributions; • Maintain a follow-up system to implement and complete activities; • Build synergy with UN AFPs programmes and activities; • Prepare, maintain, and update files (electronic and paper) and internal databases; • Prepare periodic reports and documents pertaining to the Education programme; contribute to the website of the office, and other relevant awareness raising materials and presentations; • Ensure information exchange with relevant stakeholders and institutions; • Assist the Supervisor in providing programme and project support and follow up activities; • Assist the Director and Supervisor with other tasks, as discussed and agreed. **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- **Education:** University degree (BA or equivalent) preferably in the field of Education, Social Sciences, or similar discipline with minimum 4 years of relevant qualifying work experience. Advanced university degree (Masters) in the relevant field with at least 3 years of relevant qualifying experience will be accepted. **Work Experience:** \- Relevant professional experience in the field of education, education development with at least 1 year in the Gulf States and/or at international level would be an advantage. \- Knowledge and experience with UNESCO, the Organization’s education Programme, Sustainable Development Goals and fields of competency would be an advantage. **Skills/Competencies:** \- Good coordination, organizational, and project assistance skills; \- Excellent interpersonal skills; \- Ability to maintain effective working relations with national/local authorities, relevant institutions; intergovernmental and non-governmental organizations; \- Ability to communicate effectively (orally and in writing) with diverse stakeholders at various levels, within and outside the Organization; \- Ability to work effectively in a team and to function within a multi-cultural environment; \- IT skills including knowledge of office software (PowerPoints, excel, etc.) **Language:** Excellent knowledge (written and spoken) of English. Knowledge of writing and speaking Arabic would be an asset. **CONDITIONS OF EMPLOYMENT** ---------------------------- UNESCO Salaries in Doha paid in Qatari Riyals; the annual remuneration for the post is QAR 234050.
