STANDARD MINIMUM QUALIFICATIONS

Education: Completion of post-secondary certificate. BSc in Computer Science / IT, Social Sciences with database management/knowledge Is desirable.

ORGANIZATIONAL CONTEXT

This job is based in Country Office Islamabad. The job holder will report to the Programme Policy Officer or the designate. At this level, job holders are responsible for the completion of a range of specialized and/or standardized processes and activities requiring some interpretation of standard guidelines and practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff. They work under minimum supervision, perform basic analyses and compile reports to support information consistency and smooth implementation of programmes/projects.

JOB PURPOSE

WFP Pakistan Country Strategic Plan (CSP) 2018-2022 designed, in conjunction with government donors and other partners, to support the GoP in surmounting, persistent malnutrition, high vulnerability to natural disasters, the effects of climate change and the declining smallholder production and productivity. Under Strategic outcome 1, WFP is supporting affected populations in Pakistan to have timely access to adequate food and nutrition during and in the aftermath of natural disasters. Currently, said assistance is being provided in Khyber Pakhtunkhwa, Sindh, Balochistan to the vulnerable beneficiaries. WFP has entered into formal partnerships with National and International NGOs to contribute into the project implementation and perform as cooperating partner to implement the project at field level. Cash/ food as transfer modality are being used to contribute to the short-term food security of the vulnerable population. The SCOPE platform is used for managing overall beneficiary data. Cooperating Partners registers the Households (HH) directly in SCOPE as the information is directly collected from the field through mobile devices. Complying the standard mechanism, SCOPE beneficiary lists are uploaded, distribution plans and payment lists are created, processed and approved within SCOPE platform. At some places where direct registration is not possible, information collected at field level would be transformed into excel base beneficiary lists to be uploaded in SCOPE. The S/m would support to overall information management from PO, review the data fields and upload into SCOPE. SCOPE does not allow FFA programme to capture output and outcome level data which is required for internal and external reporting of FFA Programme. The incumbent will be responsible to maintain the output/outcome level data in FFA -live database with the support of the POs and support data teams of PO.

1. Perform specialized and/or standardised processes and activities within the specific technical area of work supporting alignment with wider programme policies and guidelines. 2. Provide project management and/or general office support following established targets and WFP’s policies and procedures. 3. Within the specific area of responsibility, compile data and support analysis and preparation of reports (e.g. food assistance needs, resource utilization, programme status, performance) in order to support operational decision-making. 4. Perform accurate, timely recording of data within the specific technical area of work (e.g. food security and vulnerability assessments) following corporate standards and guidelines. 5. Work and exchange information with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities. 6. Support communication and activities with local partners, agencies, NGOs and government institutions. 7. Act as a point of contact for resolution of general operational queries requesting assistance where necessary. 8. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

OTHER SPECIFIC JOB REQUIREMENTS

1. Act as Focal person to ensure output/outcome related database management for SO-1 interventions across Pakistan 2. Maintains regular follow-up with PO focal persons for day to day support and ensure data related deadlines are met as per guidelines from Manager. 3. Puts in place the mechanism for data quality assurance (i.e., fix any data bugs/ issues arise during the implementation). 4. Review projects output data including village profiles, activity profiles, and participants profiles against the planned vs achieved target of the completed cycle activities of each district and province. 5. Provides technical support to POs in SCOPE data registration; 6.a.Train the PO focal staff on standard data collection b.Provides support to PO staff in developing standardized data collection templates c.Guide PO data focal staff based on the issues observed in their respective datasets d.Provide on-job guidance to the staff for addressing data inconsistencies/anomalies, data analysis and producing user-friendly reports e. Where needed arrange training sessions for the CP staff. 7. Supports SO1 Country office team in review of cash/ food disbursement data management 8. In coordination with CBT CST supports the management of beneficiary data eligible for Cash inparticular mobile banking. This includes but is not limited to: i) Ensure data is submitted in good quality within the required templates of WFP ii) review of all data submitted by partners and internal team for any anomalies linked to all relevant fields within the submitted templates and cleaning it accordingly, iii) flagging overlaps in assistance or duplicates and iv) other data cross checks as required 9. Updates the output/outcome level database on regular basis and support FFA team in producing info graphics and project output summaries for reporting to different stakeholders; 10. In coordination with POs, maintains separate data of households who are initially selected but then excluded due to different reasons i.e., doesn’t fall on criteria, not willing to participate or didn’t complete the required work days; 11. Act as SO1 focal person for reconciliation of bank and CP data. 12. Provides support to respond beneficiary complaints registered at BFM 13. Performs field visits to validate the data (on need basis) 14. Any other database related tasks.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
