ORGANIZATIONAL CONTEXT

Since 2019, WFP’s Algeria country office is implementing its Interim Country Strategic Plan (2019–2024) which has two strategic outcomes and four activities that contribute to the achievement of Sustainable Development Goal 2, achieving Zero Hunger. The strategic outcomes are derived from stakeholder consultations and have the aim of ensuring the food security and nutrition of the Sahrawi refugees in five camps near Tindouf, Algeria, in collaboration with WFP’s partners. In this interim country strategic plan, consideration of nutrition, gender, protection and accountability to affected population issues will be systematically mainstreamed into all WFP interventions. General food assistance will be designed to provide as nutritious and diverse food basket as possible to respond to immediate food needs of men, women, boys and girls in line with humanitarian principles. School feeding activities will be nutrition-sensitive and gender-responsive to address nutrition concerns. A new approach will be taken to resilience building, supporting institutional and individual capacity strengthening through various complementary livelihood activities, and enhancing synergies and cross-fertilization among activities and with partners’ operations. Strategic outcome 2 has the aim of improving the nutrition status of targeted, vulnerable camp residents through the treatment of moderate acute malnutrition in pregnant and breastfeeding women and girls, children aged from 6 to 59 months, girls and boys and the prevention of malnutrition in pregnant and breastfeeding women and girls. Cash modality in the form of e-voucher is mainly applied for acute malnutrition prevention programme for pregnant and breastfeeding women. The e-voucher aims to allow beneficiaries to purchase fresh food (fruits, vegetables, meats and fish) in the local market with selected retailers to contribute to improved dietary diversity of the pregnant and breastfeeding women in Sahrawi refugee camps near Tindouf in Algeria.

JOB PURPOSE:

Under the direct supervision of the Head of Program and in close collaboration with Activity Managers, Research, Analysis and Mapping, M&E, Supply Chain Units, to perform specialized and/or standardized policy and programme-related data management processes to timely and accurately track partnerships, food release notes, food and cash distributions and beneficiaries (achieved vs planned) in WFP COMET platform and ensure that cross-cutting activities gender, protection, inclusion, accountability to affected population including the complaints and feed-back mechanism are mainstreamed in all programmes to support the effective and efficient delivery of humanitarian and development assistance.

KEY ACCOUNTABILITIES (not all-inclusive)

Gender, protection, inclusion, accountability to affected population including the complaints and feed-back mainstreaming:

• Participate to gender, protection, inclusion and accountability to affected population (AAP) assessments for interventions in the refugee camps to help ensure that measures for do no harm are applied, and humanitarian principles are upheld throughout WFP interventions in the five refugee camps near Tindouf.
• Contribute to the development of Country office strategy and action plan to mainstream and promote gender, protection, and accountability to affected population (AAP) in food assistance, school feeding, nutrition and resilience programmes.
• Ensure the implementation of gender, protection, inclusion, accountability to affected population including the complaints and feed-back mechanism strategy and action plan in WFP operations in Tindouf.
• Manage WFP Algeria complaint and feed-back mechanism and provide monthly report on the system to allow decision making and programme adjustments.
• Conduct regular field visit and monitor achievements in collaboration with the M&E unit.
• Ensure that related data and indicators as well as effects and impacts of WFP operations on cross-cutting themes are well captured, reported by CP and WFP and shared with donors’, WFP Regional Bureau and Head Quarter.
• Compile data and support analysis and preparation of reports in order to support operational decision-making. Identify best practices and weaknesses and provide recommendations.
• Strengthen Cooperating Partners’ (CPs) capacity on cross-cutting themes and provide support to translate strategy, policy and action plan into concrete actions with tangible impacts on target populations food security and nutrition status as well as on women empowerment.
• Promote inclusive and respectful workplace
• Ensure Inter-agency coordination and representation: assist WFP to coordinate with other UN humanitarian agencies, NGO partners and other relevant interlocutors on assessments of current and emerging gender, protection, AAP issues and response planning. In particular, the Programme Associate will assist WFP to strengthen its relationship with the Cross-cutting themes Working Group and individual actors to ensure complementarity and synergy with the overall strategy on gender, protection and AAP. Represent WFP in inter-agency meeting and discussion of cross-cutting themes.

COMET system (Country Office Tool for Managing (programme operations) Effectively).

• Based on the generic COMET Standard of Operating Procedures (SOP) and manual, develop WFP Algeria COMET SOP
• Ensure the good use of COMET for programme design, implementation, monitoring and performance management.
• Ensure timely track of (i) all agreements and field level agreements with partners (ii) food release notes (iii) food and cash distributions (iv) disaggregated beneficiaries (v) achievements vs planned in COMET platform in collaboration with the M&E unit.
• Produce monthly COMET report to inform WFP Country Brief, various sitreps and produced timely data for donors’ proposals and reports.

Other duties

• Undertake or contribute to research, reports or activities as directed by the Head of WFP Tindouf Office and the Head of Programme.

STANDARD MINIMUM QUALIFICATIONS

Education:

Completion of secondary school education, preferably supplemented with a university degree in Economics, social sciences, project management. Relevant certificates on gender, protection, inclusion, accountability to affected people programming and monitoring will be an asset.

Experience:

• Minimum five years of relevant working experience in Humanitarian and Development programming including cross-cutting themes.

Knowledge & Skills:

• Database management and analytical skills
• Good understanding of on gender, protection and accountability to affected people policies, including WFP Policy.
• Good communication and negotiation skills
• Good understanding of gender equality and women empowerment workstreams
• Good understanding of Age, gender and diversity mainstreaming.
• Good skills on Microsoft offices: World, PowerPoint, Excel sheet.

Language:

Fluency in both spoken and written communication in Arabic and English is a requirement. Proficiency in French at an intermediate level is expected, and knowledge of Spanish is considered an asset.
