The Governance, Peace and Security Programme is arranged to build public confidence in key institutions of governance; enhance accountability, public sector transparency, security and conflict management; and promote inclusive governance, access to justice and the protection of fundamental rights. Partnerships with CSOs, private sector and professional bodies will be nurtured to support in generating progressive views on public accountability and transparency, peace building, elections, gender equality and social cohesion, and in scaling up local governance systems. The programme enhances the capacities of the national assembly and key public finance and anti-corruption agencies to enact public finance and anti-corruption legal frameworks, collaborate with and empower CSOs, women and youth groups for constructive and effective engagement on anti-corruption. The prospective UN Volunteer is expected to provide a varied assistance to the implementation of the key programme and projects within the Unit. These include but not limited to the implementation of peacebuilding projects, elections, youth empowerment, gender empowerment, elections, early recovery and stabilization amongst others.

Under the direct supervision of the Team Lead, Governance, Peace & Security, the UN Volunteer will undertake the following tasks: • Support the implementation of the Unit’s programme and projects. • Support the mainstreaming of conflict prevention and peacebuilding approaches and strategies in UNDP country office programming and projects. • Assist in a collaborative preparation/revision of project documents, Annual Work Plans (AWP) and other documents in the area of work. • Participate in and assist in joint conflict analysis exercises. • Support the development of conflict prevention and peacebuilding indicators for all projects and at country office level and support the continuous monitoring and anal-ysis of the programme context. • Support the provision of high-quality analysis to UNDP management, programmes and projects on national and sub-national peace and conflict trends, to determine strategic entry points, programme strategies as well as to manage and mitigate risks and crisis. • Work with the team to ensure that projects activities are formulated according to UNDP´s best practice on Unit’s programme and projects with full involvement of all relevant counterparts and partners. • Support programme and project teams to identify conflict prevention and peacebuild-ing linkages across programmes and to adjust programmes in ways that leverage on these linkages. • Support research and analyses information on existing and new partners. • Assist the Team Lead to build strategic alliances and partnerships on assigned pro-ject(s) and development related interventions with government, non-state actors, donors, UN agencies and civil society. • Work with the team to establish close working relationships and creates program-matic linkages with relevant government agencies, non-state actors, UN Agencies, bi-lateral and multi-lateral donors, private sector, civil society. • Support the coordination with the Peace and Development adviser and other peace-building specialists within UNCT.

Knowledge of governance issues including political and drivers of conflict in West Africa and particularly Nigeria is an asset.

The assignment will take place in the nation’s capital, Abuja (Hardship classification C). With approximately 206 million inhabitants, Nigeria accounts for around 47% of West Africa’s population and has one of the largest populations of youth in the world. It is a federation that consists of 36 states; a multi-ethnic and culturally diverse society. With abundance of natural resources, Nigeria is Africa’s biggest oil exporter and has the largest natural gas reserves. Nigeria is located in Western Africa on the Gulf of Guinea and has a total land mass of 923,768 km2 and the 32nd-largest country. It shares borders with Benin (773 km), Niger (1,497 km), Chad (87 km), Cameroon (1,690 km), and has a coastline of at least 853 kilometres. Nigeria lies between latitudes 4 and 14 N, and longitudes 2 and 15 E. The country is viewed as a multinational state, as it is inhabited by over 500 ethnic groups, of which the three largest are the Hausa, Igbo and Yoruba. These ethnic groups speak over 500 different languages and are identified with wide variety of cultures. The official language is English. Nigeria continues to face multiple threats and challenges including terrorist attacks in the northeast, banditry in the northwest, secessionist agitation in the southeast, and the perennial inter-communal violence across the middle belt. At the root of the insecurity are high levels of poverty, joblessness, growing numbers of frustrated youth, and the degradation of natural resources and climate stressors. The critical and immediate challenge is curtailing the threat of insecurity across the country. Terrorism is the main threat in the Federal Capital Territory (FCT) Abuja SLA.
