OBJECTIVES OF THE PROGRAMME

As part of the Division of Universal Health Coverage/Communicable and Noncommunicable Diseases, the Department of Control of Neglected Tropical Diseases works with national programmes of Member States and with global partners, stakeholders, foundations and academia to: reduce the devastating impact of 20 neglected tropical diseases on the health andsocial and economic wellbeing of all people world-wide, contributing to achieve the Sustainable Development Goals.

Specific objectives include:

  • reduce mortality, morbidity and disability through the prevention, control and where applicable, elimination and eradication of selected neglected tropical diseases;
  • formulate evidence-based strategies that encompass preventive chemotherapy, case management, vector control, veterinary public health and water, sanitation and hygiene (WASH), and facilitate their implementation using, where possible, a synergic approach; advocate for increased visibility of neglected tropical diseases;
  • mobilize, coordinate and leverage partners' contribution;provide technical support to Regions and countries;
  • lead the processes for acknowledging the achievement of programmatic goals and targets;
  • manage donation of medicines and medical supplies;
  • be a repository for technical leadership and expertise and facilitate capacity strengthening and transfer of knowledge.

DESCRIPTION OF DUTIES

Within the delegated authority, the incumbent is assigned all or part of the following responsibilities:

  1. Provide support and input to the responsible Officer on planning, resource allocation and human resources management across the full range of programmes and projects of the Department.
  2. Provide administrative support to the operational planning and development of projects and work plans and assist the Teams through the provision of targeted, seamless programmatic, financial and administrative support work along the life-circle of the project(s).
  3. Verify obligating documents, cross-checking relevant information available from GSM or other on-line systems, ensuring the availability of funds, updating files, and transferring funds as instructed oras delegated; clearance of obligating documents, checking them for completeness, and following-up on missing elements, liquidating obligations and undertaking reconciliation as required.
  4. Verify expenditures to comply with work plans, financial rules and regulations and award agreements.
  5. Follow-up actions on financial and budgetary matters, acting as a admin approver within delegated authority, and coordinate with the mid-term reviews and the end of year budget and finance closer of accounts exercise under the guidance of the Department Budget and Finance Officer.
  6. Screen and review various contractual materials, issuing PTAEO numbers, earmarking funds, and verifying and clearing payment requests.
  7. Prepare appropriate draft contracts for individual or service providers such as APWs, and other contract modalities.
  8. Prepare routine and ad hoc financial reports using GSM and other related sources of information to assist senior management in taking appropriate decisions and to ensure that funds are utilized optimally.
  9. Monitor and follow-up on programme implementation levels, drawing the attention of the Director to problems,inconsistencies delays and other anomalies detected.
  10. Coordinate and follow-up on the Department's HR administrative issues, ensure proper management of the HR Plan/HR Action Plan within the workplan.
  11. Follow-up on actions required on contract issues for staff and non-staff, on boarding, briefing new staff; and follow-ups on performance evaluation reports/PMDs issues.
  12. Coordinate and manage the smooth running of the administrative functions in the Department.
  13. Check, obligate and clear purchase requests for services and equipment, working in close collaboration with relevant colleagues to ensure that ordered services are provided.
  14. Draft routine and non-routine correspondence on own initiative or on the basis of instructions.
  15. Supervise support staff when required.
  16. Perform other related duties as required or instructed, including providing support to other areas of work as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary school education or equivalent. Desirable: Technical training courses in office and/or management related areas

Experience

Essential: At least 8 years of relevant experience Desirable: Relevant experience in WHO or an other UN agency an asset. Experience in Oracle-based or other ERP systems an asset.

Skills

  1. The incumbent takes self-initiative to maintain and update proficiency in the sue of modern office technology through in-house courses, on the job training or self-training.
  2. He/she keeps abreast of changes in procedures and practices, rules and regulations, organizational structure, in the department, the cluster and WHO, to be able to brief others and explain procedures.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at CHF 82,568 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
