Org. Setting and Reporting The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.

The ESCAP Subregional Office for South and South-West Asia, which covers Afghanistan, Bangladesh, Bhutan, India, the Islamic Republic of Iran, Maldives, Nepal, Pakistan, Sri Lanka and Turkey, is a subregional platform to promote cooperation for inclusive and sustainable economic and social development in South and South-West Asia.

This position is located in the Subregional Office for South and South-West Asia, New Delhi, India and the main work relates to delivery of capacity building programme on e-commerce and digital marketing for women entrepreneurs in South Asia. The incumbent reports to the Economic Affairs Officer.

Responsibilities Under the direct supervision of the Economic Affairs Officer (Project Manager), and overall supervision of the Head of Subregional Office for South and South-West Asia, the incumbent is required to perform the following functions:

•Assists in the coordination of programme/project planning and preparation works relating to pre and post-delivery of capacity building events, training and advocacy materials; monitors status of programme/project proposals and receipt of relevant documentation for review and approval. •Compiles, summarizes, and presents basic information/data on specific programmes/project and related topics or issues. •Reviews project documents, especially cost plans/budgets, for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; identifies inconsistencies; distributes project documents to relevant parties upon approval. •Serves as focal point for administrative and technical coordination of programme/project implementation activities, involving extensive liaison with a diverse organizational unit to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, travel arrangements, training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, etc. •Compiles, summarizes and enters data on project delivery; drafts related status reports, identifying shortfalls in delivery, budget overruns, etc., and brings to the attention of management. •Drafts correspondences on administrative and budget-related issues and prepares and updates periodic reports, briefing notes, graphic and statistical summaries of meetings/trainings, etc. •Provides general office assistance; responds to complex information requests and inquiries; reviews, logs and routes incoming correspondence; sets up and maintains files/records; organizes meetings, workshops, etc. Prepares advocacy related work of the office by compiling and synthesizing relevant background materials for use in discussions and public events as well as in social media. •Performs other duties as assigned.

Education High school diploma or equivalent is required.

A first-level university degree in business administration, commerce, finance, project management or related area is desirable.

Work Experience A minimum of five years of progressively responsible experience in programme or project management, organizing capacity building programmes is required. Experience in policy advocacy including public relations, and social media management is desirable. Experience in the United Nations Common System or international organizations is desirable. Experience in projects relating to e-commerce for women is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Special Notice Appointment against this post is on a local basis; candidates shall be recruited in the country or within commuting distance of the ESCAP-SSWA office, irrespective of nationality and length of time the candidate may have been in the country. If no suitable local candidate is identified, candidates located elsewhere may be considered. The candidate is responsible for any expenses incurred in taking the relevant examinations at the duty station, and of any costs related to traveling and relocating to the duty station in the event of an employment offer.

This is a temporary position funded from extra budgetary resources and will be available for six months initially. If selected, an internal candidate will be on temporary assignment to the post; an external candidate will initially be offered a temporary appointment. Any extension of appointment is subject to satisfactory performance and continued availability of the post.

Must have passed the United Nations Global General Service Test (GGST) at Headquarters or an equivalent locally-administered test at Offices Away from Headquarters.
