Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women’s China Office in Beijing supports and carries out work on (i) enhancing women's economic empowerment; (ii) ending violence against women; and (iii) innovative work to address gender issues in China. In addition to the above, UN Women also actively participates and contributes to various UN inter-agency processes and collaborates with UN organizations around specific programme areas.

Women entrepreneurs account for up to a third of all businesses operating worldwide. Despite the growing momentum, the majority of those in developing and transitioning economies stay confined to very small businesses often operating in the informal economy. UN Women China office is expanding programme focusing on digital empowerment of women, including access to digital financial services and entrepreneurship development in partnership with Alipay Foundation.

This programme seeks to empower women as leaders and beneficiaries of entrepreneurship and innovation, leading to an inclusive economy growth for sustainable development. Specifically, it aims to empower women entrepreneurs in Micro, Small and Medium Enterprises (MSMEs) in China and Indonesia to establish, maintain and expand their businesses through training, support services and knowledge exchange opportunities. The programme will also contribute to creating a more enabling environment for women MSMEs’ development by engaging leaders from public and private sector, through alliance creation and high-level meetings at the regional level in Asia Pacific region.

Under the supervision of the Head of the Office for UN Women China and with a matrix reporting line to the Head of Partnerships in the Regional Office for Asia and the Pacific (ROAP) for the regional component of the Digital Empowerment programme, the programme and partnership specialist will provide technical support to the coordination, development and management of of the above programme, including the direct management and oversight of the regional component of the programme. The specialist will be based in Beijing, and will work closely with programme teams in UN Women Bangkok office as well as in Indonesia office.

Duties and Responsibilities

1. Support development and management of UN Women China office’s strategic partnerships, particularly in the new sectors such as technology

  • Working closely with the Partnership Specialist of UN Women China office, manage and coordinate formation of new innovative partnerships for China office, particularly focusing on the private sectors, philanthropies, online fundraising, venture capitalists, etc.
  • Develop differentiated fund-raising and partnership strategy focusing on innovative partnership with new and emerging financing institutions, philanthropies and online platforms.
  • Undertake research, studies and mapping to identify partnership and resource mobilization opportunities and develop project documents, concept notes and briefing materials for internal and external communication efforts especially in the area of digital empowerment alliance building
  • Maintain partnership and relationship with UN Women donors, including through periodic meetings, regular update and collaborative opportunities

2. Provide technical advice, programme management and oversight support for the implementation of the Empowering Women Entrepreneurs in a Digital World and Recovery Project funded by Alipay Foundation and Rockcheck PUji Foundation respectively

  • Provide technical advice and guidance for project implementation. Develop and implement technical tools, and initiatives.
  • Build and manage relationships with national partners to support implementation and expansion of the project.
  • Gather information on project pipelines and corresponding resource needs through close collaboration with country-based counterparts;
  • Lead the conceptualization, implementation and oversight of the regional component of the digital empowerment programme, including research, alliance building, partnership mechanism and knowledge management.
  • Lead the coordination of the digital empowerment programme implementation and oversight of all three components – China, Indonesia and regional – and ensure timely implementation, monitoring and reporting.
  • Participate in UN and other relevant coordination mechanism to ensure effective implementation, harmonization of project activities and communication.
  • Fulfill all reporting requirements through preparation of high-quality communication materials and internal and donor reports focusing on the achievement of results, best practices, etc.
  • Provide supervisory support, guidance and mentoring to the project team for timely and effective implementation, monitoring and reporting of the project.

3. Provide support to strengthen partnership capacity within UN Women, particularly in reference to digital empowerment programme

  • Provide regular updates on donor profiles, databases (e.g. contacts management) and donor intelligence.
  • Support resource mobilization and partnership efforts of other programme teams in UN Women China through donor mapping, outreach and capacity development of staff in the area of innovative partnership development.
  • Undertake ad-hoc donor studies, research, and other activities to identify funding opportunities; update the resources mobilization strategy as needs emerge

4. Participate in knowledge building and sharing, communication and advocacy efforts

  • Develop and review background documents, briefs and presentations related to the Empowering Women Entrepreneurs in a Digital World and COVID-19 Recovery project
  • Represent UN Women in meetings and policy dialogues on issues related to project implementation and innovative partnership
  • Identify best practices and lessons learned and contribute to knowledge management to guide programme improvement and strategy planning, sharing and visibility of the recovery project;
  • Contribute to the development of knowledge products and mechanisms to effectively promote gender equality and women’s empowerment in digitalization
  • Monitor emerging issues that could affect partnerships and resource contributions at the national and regional (ROAP) level (risk management).

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in economics, business management, social sciences, public administration, international relations, communications, women's studies, or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 5 years of progressively responsible experience in business development, partnership building, communications/ advocacy, and/or programme management.
  • Experience in gender equality and women's empowerment.
  • Demonstrated experience in building innovative partners, particularly involving private sector, non-traditional emerging donors.
  • Experience in coordinating and liaison with governments and wide-range of actors on gender equality programming and partnership.
  • Experience working in the UN system is an asset.

Language Requirements:

  • Fluency in writing and speaking English is required.
  • Knowledge of Chinese language is an asset.
  • Knowledge of China, particularly on partnership opportunities, is desirable.
