Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Security Council Resolution 1325 (UNSCR1325, 2000) is the landmark resolution on women, peace and security (WPS) that links gender equality to the maintenance of international peace and security. WPS agenda is a significant international normative and policy framework because it addresses the gender-specific impacts of conflict, political crisis, displacement, disaster, violent extremism, and mass atrocities on women and girls. Two decades and nine resolutions after, the WPS agenda continues to expand its footprint in global policy-making.

Cambodia is one of the lead ASEAN Member States to advance the WPS agenda in the ASEAN region. It has a strong interest to advance the leadership and participation of women in the peace and security sector, particularly the meaningful role of women in the UN Peace Keeping Operation (PKO), among others. In recognition of the meaningful contribution of women and in support of the UN Security Council resolution 2242, the Royal Government of Cambodia (RGC) has been supporting the effort to increase female peacekeepers and respectfully so, Cambodia is now ranked 2nd in ASEAN in terms of women contribution to UN peace operations. In 2021, Cambodia deployed 105 women amongst the 787 personnel. There is a significant opportunity to ensure that RCAF will meet the UN target for 2028, which is 25%+ women military observers and staff officers and 15%+ women serving in military contingents.

With the support from the Elsie Initiative Fund (EIF) and UN Women in Cambodia, the Measuring Opportunities for Women in Peace Operations (MOWIP) project will work closely with the National Center for Peacekeeping Force (NPMEC) and RCAF to engage an independent research institution to conduct the MOWIP assessment for

RCAF in support of its current effort to increase women’s participation in UN PKO. Through this framework, the project seeks to further understand and address specific barriers and opportunities to increase the meaningful participation of women in UN PKO.

Reporting to the Cambodia Country Programme Coordinator, the Programme Analyst is responsible for coordinating the MOWIP assessment and support to advance the WPS agenda which includes coordinating partnerships with national partners, facilitating the selection and engagement with an independent research institution, coordinating with multi-stakeholder collaboration and monitoring and reporting of the initiative to ensure the delivery of the results.

Duties and Responsibilities

1. Coordinate the implementation of the WPS in Cambodia

  • Coordinate the overall Programme/Portfolio work plan development and ensure timely implementation of grants under the WPS with a focus on MOWIP assessment and implementation, coalition building and responding to the national priorities to advance the WPS agenda in Cambodia
  • Gather inputs and coordinate the preparation of work-plans, periodic narrative progress reports and expenditures status reports to EIF;
  • Establish systems for project planning, implementation and monitoring, in collaboration with the research institution and relevant partners;
  • Record and maintain documents on relevant Programme activities, issues, and risks.

2. Guide coordination with national partners and other stakeholders

  • Coordinate and maintain relationships with national partners to support implementation and expansion of the WPS portfolio, including identification of potential problems that may undermine partnership and delay in implementation and suggesting solutions;
  • Identify capacity building needs and support partners through technical assistance, mentoring, training and capacity development initiatives, as needed.
  • Support the coordination with the NPMEC, RCAF, the UN Resident Coordinator Office, UN Women as well as other national stakeholders
  • Responsible for coordination among stakeholders and overseeing the day-to-day management and implementation of the MOWIP project in close collaboration with the selected independent research institution that will be leading the MOWIP assessment.

3. Monitoring and reporting and coordinate the support to advance WPS agenda in Cambodia

  • Gather and compile all information necessary to ensure effective monitoring and reporting of MOWIP project from the planning to the evaluation stages.
  • Provide inputs from the MOWIP project activities and results to the Cambodia Office progress reporting
  • Coordinate the monitoring and reporting of the WPS portfolio, including implementation of activities and the expenditure of funds; conduct regular monitoring visits, as required;
  • Draft and provide inputs to annual and quarterly reports; coordinate the submission of implementing partner financial and narrative reports;

4. Manage people and finances related to the WPS/MOWIP project

  • Coordinate development and preparation of financial resources of the programme including budgeting and budget revisions, and expenditure tracking and reporting;
  • Monitor the allocation and disbursement of funds to participating partners;
  • Supervise Programme Associates and Assistants.

5. Build partnerships and support in developing resource mobilization strategies

  • Provide inputs to the development of partnerships and resource mobilization strategies.

6. Advocate and facilitate knowledge building and management and communication

  • Document the programme implementation process and products;
  • Contribute to the exchange of information and provide inputs to the development of knowledge products internally and externally of the programme;
  • Coordinate the organization of major advocacy campaigns, events, trainings, workshops and knowledge products.

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in public administration, public policy, law, human rights, gender equality, management, social sciences or other related areas is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 3 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners, preferably related to women peace and security;
  • Experience in coordinating, implementing, monitoring and evaluating development programmes and projects, especially with international organisations
  • Strong understanding of gender equality and women’s empowerment and its potential application in the peace and security sector in Cambodia
  • Experience in supervising and coordinating the implementation of multiple projects that involve government, NGOs and civil society in Cambodia is an advantage
  • Understanding of gender-responsive monitoring and evaluation is desirable.
  • Experience in UN/UN Women results-based management is an asset

Language Requirements:

  • Fluency in English and Khmer is required;
  • Working knowledge of another official UN language is an asset
