Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security.

UN Women Libya has strengthened its program presence in Libya, responding to the complex governance, humanitarian, development and security challenges through its triple mandate. The program’s primary focus is women, peace, and security with UN Women supporting women’s participation in peace processes at all levels, and ensuring they respond to gendered experiences, needs, capacities and interests of Libyan women across their diversities. The program is also working to strengthen women’s political participation, ensure gender-responsive economic recovery, coordinate gender mainstreaming within the UNCT in Libya, integrate women’s needs into the current humanitarian response, and ensure their full participation in humanitarian consultations and processes. UN Women Libya works closely with the UNCT, as well as civil society (including through capacity-building support to grassroots CSOs), higher education institutions, and government counterparts. The program is aligned with the UN Strategic Framework for Libya 2019 - 2020, UN Women Global Strategic Plan (2018-2022) as well as the international conventions on women and human rights such as the Convention on Ending all forms of Discrimination Against Women and the Beijing Platform for Action.

Reporting to the Country Representative, the Programme Analyst will be responsible for coordinating the UNWomen Libya Women Peace and security portfolio which includes coordinating relationships with the UNCT and other UN agencies, international donors, national partners, and stakeholders. The Programme Analyst will provide overall program management support, technical guidance, and oversight related to Women Peace and Security, support the Country Representative in reporting and monitoring, including reporting on the finances and personnel under the portfolio and ensure overall coherence in the implementation of the program. The Programme Analyst will also coordinate the technical implementation of the Women, Peace, and Security Portfolio.

Duties and Responsibilities

Coordinate the Libya Programme and Women Peace and Security Portfolio

  • Coordinate the overall Programme/Portfolio work plan development and implementation according to the Annual Work Plan;
  • Gather inputs and coordinate the preparation of work-plans, periodic narrative progress reports and expenditures status reports to UN Women;
  • Liaise with national counterparts, donors, UN Women and partners to ensure the Programme results are achieved and resources are managed, on behalf of the UN Women Representative;
  • Establish systems for project planning, implementation, and monitoring, in collaboration with partners;
  • Record and maintain documents on relevant Programme activities, issues, and risks.

Provide technical input to the implementation and management of the Women Peace and Security Programme and the development of program strategies

  • Coordinate the implementation of program activities;
  • Oversee the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review, coordinate and monitor the submission of implementing partner financial and narrative reports;
  • Provide substantive inputs to the design and formulation of program/ project proposals and initiatives;
  • Identify areas for support and intervention related to the program.

Guide coordination with national partners and other stakeholders

  • Coordinate relationships with national partners to support implementation and expansion of the Libya Programme, raise potential problems, and suggest solutions;
  • Provide input to the Country Representative on inter-agency coordination related activities by drafting inputs to background reports and briefs;

Coordinate the monitoring and reporting on the Libya Programme

  • Gather and compile all information necessary for monitoring and reporting on programs and projects from the planning to the evaluation stages;
  • Monitor the implementation of activities and the expenditure of funds; conduct regular monitoring visits, as required;
  • Draft and provide input to annual and quarterly reports; review and coordinate the submission of implementing partner financial and narrative reports;
  • Provide inputs from program activities and results to Country Office and Regional Office reporting.

Manage people and finances of the Women, Peace and Security program

  • Supervise and manage a team of administrative personnel, review performance, and mentor/ coach personnel;
  • Coordinate development and preparation of financial resources of the Women, Peace, and Security program including budgeting and budget revisions, and expenditure tracking and reporting;
  • Oversee and monitor the allocation and disbursement of funds to participating partners.

Build partnerships and support in developing resource mobilization strategies

  • Provide technical support to the development of partnerships and resource mobilization strategies;

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences or other related areas is required;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • A project/program management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 2 years of progressively responsible experience at the national or international level in managing complex and multi-component program interventions with national partners, preferably related to the thematic area;
  • Experience in drafting programs and project proposals;
  • Experience working within the United Nations System in Libya is desirable;
  • Experience in working on Women Peace and Security in Libya is desired;
  • Experience in coordinating, implementing, monitoring, and evaluating development programs and projects is an asset.

Language Requirements:

  • Fluency in English is required;
  • Working knowledge of another official UN language is an asset.
