UNISS-ISU/OSCDS stands for United Nations Integrated Strategy for the Sahel – Implementation Support Unit, Office of the Special Coordinator for Development in the Sahel (OSCDS) and its operating costs are covered by UN Agencies, Funds, and Programs, including the UN Secretariat. The UNISS-ISU is a UNDP project in support to the implementation of the UNISS and OSDCS.

UNDP is the recipient of funding on behalf of the OSCDS to implement activities of UNISS-ISU and it provides financial and administrative support to OSCDS, which is housed within UNDP premises in Dakar. And UNDP does the recruitments for the UNISS-ISU. It will also do the recruitment for the incoming UNV.

Within the delegated authority and under the supervision of UNISS/ISU Director or his/her designated mandated representative(s), the International UNV Programme Analyst will be part of the ISU team based in Dakar and she/he report to the ISU/Director. She/he liaise with key partners in discharging the Duties and responsibilities below.

The International UNV Programme Analyst will be part of the Implementation Support Unit (ISU) of the Office of the Special Coordinator for Development of the Sahel (OSCDS) based in Dakar, Senegal and she/he report to the ISU/Director. Key internal partners will include other teams in the Regional Bureau for UN AFPs and UN RCO. Key external partners include the G-5 Sahel, ALG, LCBC, AU, ECOWAS, UNOWAS, other UN Agencies, Members States and relevant associations and organizations. Under the direct supervision of ISU/Director, the UN Volunteer will undertake the following tasks:

1) Policy development and analysis

• Support the development and implementation of the Sahel offer (resilience; renewable energy; climate and sustainable agriculture; and governance) as well as the 2030 Agenda, including development of reporting tools and a resource mobilization and partnership materials. • Support policy development in one the thematic areas of the UNISS. • Conduct and update analysis of the Sahel region data, develop and maintain knowledge datasets and distil relevant lessons. • Assist in development and design of advocacy and communication materials, including contributing to / drafting power-point presentations, speeches, and press releases as well as developing advocacy strategies for disseminating and raising awareness of specific UNISS issues.

2) Research and knowledge management

• Contribute to analysis of data, case evidence and research findings to distil relevant lessons learned on the regenerating the Sahel activities. • Assist in the development and updating of databases of UNISS interventions in the Sahel region. • Contribute to development and implementation of new tools to address the challenges and harness opportunities presented by the increasing coverage of the Sahel crisis through social media and technology. • Draft project reports, minutes of meetings and terms of reference as required.

3) Programming support

• Support the development / monitoring of the regional initiatives pertain to the Sahel development challenges. • Support to the provision of advisory services on Sahel, as well as the provision of technical guidance to and substantive collaboration with regional focal points. • Support to organize regional related event for Sahel region in cooperation with stake-holders. • Support development of work plans, monitor/report progress and financial reporting in service area in line with practice strategic goals and within the practice resource framework and agreed work plan.

4) Management of collaboration with UNISS working groups and partnerships

• Support the development and strengthening of the UNISS offer, through partnership building, communications, and outreach to other teams and clusters, Regional Bureau focal points, UN partners and other relevant organizations at HQ, regional and country levels. • Support the development, organization and coordination of regional events and activi-ties. • Assist in the maintenance of a roster of experts, including monitoring client feedback. • Assist in the maintenance of a database of institutional partners and mapping of poten-tial donors and partners. • Support the development of targeted funding proposals for projects dealing with the Sahel offer. • Contribute to building the community of practice through partnership building, commu-nications, and outreach to other practices, Regional Bureau focal points, UN partners and other relevant organizations; develop networks with regional based UN entities working in the Sahel region.

supporting the implementation of programmes and projects dealing with one or an-other aspect of sustainable development.

Skills and experience in:

• Working experience in interagency coordination work on related sustainable development issues, required. • Strong abilities in strategic planning and analysis. • Working experience in designing and/or implementing multi stakeholder, inter agency cross border joint programming with humanitarian-development nexus focus, is an asset. • United Nations experience including field experience, is desirable.

Language skills:

• Proficiency in the English language is required. • Working knowledge of the French language is desirable.

The assignment will take place in the national capital, Dakar, a family duty station (H classification) with frequent missions in the Sahel region. Dakar is a liveable city. The living conditions in Dakar are good and the social climate is calm. Senegal is an open country that benefits from the social stability resulting from the proper functioning of state institutions. Senegal also has a good level of infrastructure (e.g., roads) but the distribution of water and electricity can be unstable in Dakar and other cities in the country, forcing many officials to use generators.

Senegal is also a popular tourist destination. The welcome and spontaneous hospitality of the Senegalese are among the characteristic features of this West African country. The country is at the level of Security 2, which corresponds to "Bass", except for the natural region Casamance (administrative regions of Kolda, Sedhiou and Ziguinchor) where acts of banditry are often reported but also the presence of elements of the Movement of Democratic Forces of Casamance (MFDC) and unexploded ordnance (UXO). All United Nations personnel must scrupulously comply with UNDSS procedures and recommendations while on assignment in Senegal. Robberies and burglaries are the main incidents against United Nations personnel. There is no right of R and R in Senegal. Access to health services in Dakar is good. Yellow fever vaccine is mandatory and vaccination cards must be presented at the entrance. Vaccines against meningococcal meningitis and hepatitis A and B are also recommended. Basic medicines are available in pharmacies, but it is recommended to bring specific medications.

According to official estimates by ANSD / RGPHAE 2013, the population of the Metropolitan Area of Dakar reaches more than 3.1 million people. Senegal's total population is 13,508,715 (ANSD 2013). Senegal is located on UTC / GMT. Senegal has a warm climate and sunny days throughout the year, making it a comfortable place to be. Daytime temperatures average around 30 degrees Celsius. The rainy season is in the northern hemisphere in the summer/autumn. The currency used in Senegal is called the CFA Franc (XOF). Many Senegalese hotels, restaurants and large companies accept major international credit cards (Visa, MasterCard, American Express, etc.). It is also possible to withdraw money from ATMs found in all major cities. Accommodation facilities are generally good, and the choice is wide. It is possible to rent unfurnished and furnished dwellings from 450 to 2000 USD. United Nations Volunteers can also co-rent and share private housing, which must comply with the Minimum Operational Housing Safety Standards (MORSS). Transportation in the city can be easily arranged by local taxis.

To enter Senegal, a valid passport is required. ECOWAS (Economic Community of West African States) nationals do not require an entry visa. Nationals of other countries may need an entry visa or a long-stay visa. They should contact the nearest Senegalese representative. Senegalese embassies and consulates in various West African countries and other parts of the world issue visas before travel. The UNV field unit can help to reserve temporary accommodation for the first few nights at the expense of a United Nations Volunteer, which may or may not be extended at the discretion of the United Nations Volunteer until permanent accommodation is obtained.

Note: For all international travel to Senegal, a security clearance must be requested at least 7 days prior to travel.
