Background

Considered the largest gathering of advocates for gender equality, the 1995 Beijing Action Program was adopted by 189 governments who committed to taking bold and strategic actions in 12 critical areas of development. It envisioned a world where every woman and girl can exercise their freedoms and choices and fully understand all their rights. In 2020, 25 years after the Beijing Action Program was established, it's evident that, despite some progress, real changes have been frustratingly slow for the majority of women and girls worldwide.

At the forefront of government and civil society mobilization initiatives to engage and uphold their commitments through the Beijing Action Program for the entire society, UN Women is determined to make gender equality a lived reality for all women and girls. Therefore, it invites the nations of the world to assess progress in gender equality and launches a comprehensive campaign under the theme: "Generation Equality: for women's rights and an equal future." This innovative, multigenerational campaign calls for pay equity, equal sharing of unpaid care and domestic work, an end to sexual harassment and all forms of violence against women and girls, healthcare services that meet their needs, and equal participation in political life and decision-making in all areas of life.

In March 2021, the Generation Equality Forum was held, generating financial commitments and multiple political and programmatic pledges. The bold five-year action program aimed at achieving irreversible progress in gender equality resulting from this forum will be led by six action coalitions that will deliver on the promise of the Beijing Action Program and achieve the Sustainable Development Goals (SDGs). Founded on a human rights-based approach and global partnerships, the selected themes for the action coalitions are: (i) Gender-based violence; (ii) Economic justice and economic rights; (iii) Bodily autonomy and sexual and reproductive health and rights; (iv) Women's action for climate justice; (v) Technology and innovation for gender equality; and (vi) Feminist movements and leadership.

In Côte d'Ivoire, the Generation Equality Campaign was launched on June 11, 2021, by the Government in the presence of all technical and financial partners of the country. As recommended by the campaign, young people in Côte d'Ivoire have been placed at the heart of the national mobilization for gender equality. In continuation of this campaign, a "Generation Equality" university caravan was organized to mobilize young people around the vision and promoted Action Coalitions of this campaign, designating Gender Clubs as the main carriers at the national level.

Under the supervision of the Program Manager, the Program Analyst will contribute to the effective management of UN Women's programs in the country of origin by making substantial contributions to program design, formulation, implementation, and evaluation related to the Generation Equality Campaign. The Program Analyst will guide and facilitate the execution of UN Women programs by monitoring outcomes achieved during implementation, ensuring appropriate application of systems and procedures, and making improvements if necessary. They will work closely with the program and operations team, UN Women headquarters staff, Technical Ministries, multilateral and bilateral donors, and Gender Clubs to ensure the successful implementation of UN Women programs within the Generation Equality portfolio

Duties and Responsibilities

  1. Contribute technically to the development of programme strategies in the area of Generation Equality
  • Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives;
  • Identify areas for support and intervention related to the programme.
  1. Provide substantive technical support to the implementation and management of the programme
  • Provide technical inputs to the annual workplan and budget.
  • Lead the implementation of programme activities.
  • Develop technical knowledge products.
  • Monitor progress of implementation of activities and finances using results based management tools;
  • Draft reports on monitoring missions, programme results , outputs and outcomes;
  • Provide substantive inputs to the preparation of donor and UN Women reports.
  • Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  1. Provide technical assistance and capacity development to project/programme partners
  • Review, coordinate and monitor the submission of implementing partner financial and narrative reports;
  • Train partners on Results Based Management and monitor implementation.
  • Maintain relationships with national partners to support implementation and expansion of the GEF programme;
  • Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.

  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;

Required Skills and Experience

Education and certification

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage

Experience:

  • At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
  • Experience in implementing human rights, gender equality and women's empowerment projects and initiatives is desirable;
  • Experience in setting priorities, budgets, work plans, participating in programme development and programme writing is required

Language Requirements

  • Fluency in French is required
  • Knowledge of English or other UN official working language is desirable (Arabic, Chinese, Russian or Spanish)
