Background

UN WOMEN (UNW), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, the UN WOMEN will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

In Kenya, the UN WOMEN Country Programme contributes to the development objectives of Kenya’s blueprint, the Vision 2030 and is aligned to the United Nations Sustainable Development Cooperation Framework (UNDAF) of 2018-2022 and the upcoming UN Sustainable Development Cooperation Framework (UNSDCF of 2022-2026), as well as UN WOMEN Global Strategic Plan. The Kenya Country Programme - “Gender Equality and Women’s Empowerment Gains Consolidated' - aims to achieve the following results: (i) increased women’s leadership and participation in governance; (ii) strengthened women’s economic empowerment; (iii) increased protection of women & access to justice for women; and (iv) strengthened women’s leadership in peace building and humanitarian response.

It is in this context that UN WOMEN in Kenya is seeking to recruit a Programme Analyst focusing on decentralized governance and national planning. Under the guidance and direct supervision of the Team Leader for the Democratic Governance Unit, the Programme Analyst is responsible for management of UN Women programme within the thematic area of devolution. The Programme Analyst also analyzes national plans and budgets to advocate public financing for gender equality, including through the adoption of gender-responsive budgets and a strengthened public sector capacity and accountability. He/she leads formulation, management and evaluation of programme activities within his/her portfolio and provides policy advice services.

The Programme Analyst leads and coordinates activities of the projects’ staff. He/she works in close collaboration with the operations team, programme staff in other UN Agencies, Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UN Women country programme implementation.

Duties and Responsibilities

  • Contribute technically to the development of programme strategies in the area of Devolution and National Planning
  • Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives;
  • Identify areas for support and intervention related to the programme
  • Provide technical expertise and support in the development, implementation, monitoring and reporting on the UN Women-State Department for Gender Programme
  • Provide substantive technical support to the implementation and management of the Devolution and National Planning programme
  • Provide technical inputs to the annual workplan and budget;
  • Lead the implementation of programme activities;
  • Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review, coordinate and monitor the submission of implementing partner financial and narrative reports;
  • Train partners on Results Based Management and monitor implementation.

  • Provide technical assistance and capacity development to project/programme partners

  • Coordinate and provide technical support in the implementation of programme activities; Develop technical knowledge products
  • Provide guidance and technical support to partner institutions and other statutory institutions on GEWE
  • Support the national gender machinery to promote accountability for GEWE commitments, including Generation Equality Forum and intergovernmental processes on gender equality
  • Provide technical and policy advisory, capacity building and follow ups support to key government partners such as SDfG, and CoG to implement their GEWE strategies
  • Maintain strong relationships with national partners to support implementation and expansion of the Devolution and National Planning programme;
  • Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.
  • Provide technical and policy advisory support to the Gender Sector Working Group and Gender Donor Group among others

  • Provide technical inputs to the monitoring and reporting of the programme/ project

  • Monitor progress of implementation of activities and finances using results-based management tools;
  • Draft reports on monitoring missions, programme results s, outputs and outcomes;
  • Provide substantive inputs to the preparation of donor and UN Women reports.

  • Provide substantive technical inputs to the management of people and finances of the Devolution and National Planning programme

  • Monitor budget implementation and make budget re-alignments/ revisions, as necessary;
  • Provide substantive inputs to financial reports;
  • Supervise Programme Associates and Assistant.

  • Provide substantive inputs to building partnerships and resource mobilization strategies

  • Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases;
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
  • Participate in donor meetings and public information events, as delegated.

  • Provide technical support to inter-agency coordination on Devolution and National Planning to achieve coherence and alignment of UN Women programmes with other partners in the country

  • Provide substantive technical support to the Representative and Deputy Representative on inter-agency coordination related activities by drafting background reports and briefs.
  • Represent UN Women technically and at strategic levels in the Joint Devolution Programme

  • Provide substantive inputs to advocacy, knowledge building and communication efforts

  • Develop background documents, briefs and presentations related to Devolution and National Planning;
  • Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products;
  • Coordinate the development of knowledge management methodologies, and products on devolution and National Planning.

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage.

Experience:

  • At least 6 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
  • Experience in the Devolution and National Planning is an asset;
  • Experience coordinating and liaising with government agencies and/or donors is an asset.
  • Experience working in the UN System is an asset.
  • Experience in leading/managing a team is an asset.

Language Requirements:

  • Fluency in English and Swahili is required
  • Knowledge of the other UN official working language is an asset
  • Knowledge of decentralized governance in Kenya is an asset.
