Result of Service

This consultancy will support the GIB meetings with preparation and outcome documents. It will contribute to the development of the G20 Bioeconomy High Level principles, and to the G20 PES issue note. It will also contribute to the Brazilian government’s final GIB report.

Duties and Responsibilities

Organizational Setting: The United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP Ecosystems Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. The United Nations development system will seek to rally all actors behind a set of high impact initiatives (HII) aimed at demonstrating that transformative progress is possible despite challenging global circumstances and at mobilizing further leadership and investment to bring progress to scale between now and 2030. One of those HII is ‘Nature Driving Economic Transformation’. The promotion of Bioeconomy and PES could contribute to achieving the goals of the HII. In its current role as G20 Chair, Brazil is advancing the Bioeconomy and PES agendas. This HII focuses on assisting countries to fundamentally shift economic policymaking in favor of sustainability, resilience, risk reduction and equity. Brazil was one of the champion countries committed to sustainable use of biodiversity that participated in the launch of HII and demonstrated viable pathways for change for a diverse set of contexts, particularly with their bioeconomy national plan. The consultant will provide content on Bioeconomy and PES linked to the Nature Driving Economic Transformation initiative, and ultimately contribute to a project being developed under the UNEP Programme Coordination Project (PCP) termed ‘Mainstreaming Biodiversity and Ecosystem Services Across Sectors and Systems’. The aim of this PCP is as follows: “Biodiversity and ecosystem services are mainstreamed in public and private sector planning and decision-making and in development frameworks to realize multiple benefits and avoid negative impacts on nature”. This consultancy will contribute to UNEP’s Common Approach to Biodiversity in the context of implementing the post-2020 global biodiversity framework. Specifically on the Biodiversity Economy driving economic transformation, and it will include activities related to (i) Supporting Brazil to adopt their national bioeconomy policy, to (ii) Scaling bioeconomy impact through regional platforms & G20 initiatives, and to (iii) Contributing to the development of a payment for ecosystem services guidelines to be adopted by the G20. This position will be based in Brasilia. The incumbent will report to Dr. Salman Hussain, the Head of The Economics of Nature Unit in the Biodiversity and Land Branch, situated in Ecosystems Division in UNEP. Duties and Responsibilities: The consultant’s responsibilities will include: - Analysis of the Draft Version of the Bioeconomy High-Level Principles, engagement with Environmental Ministry and the provision of proposals/recommendations to improve the draft. - Technical design, stakeholder identification, background notes, speaking points, elaboration of the agenda and analysis of results and outcome document for the G20 Initiative on Bioeconomy (‘GIB’) meetings. - Support to the Environment and Climate Sustainability Working Group regarding technical notes and feedback to the PES Issue note. - Elaborate report on the State of Bioeconomy in Brazil, aiming to provide the Bioeconomy Secretariat an overview of the current state and future perspectives of bioeconomy in Brazil, offering insights for the development of the National Bioeconomy Policy and its Action Plan. It will map the main bioeconomy sectors in Brazil, their key characteristics, challenges and perspectives, as well as compile an overview of the ongoing related policies and strategies nationally. This draft version will be reviewed by the main stakeholders involved in the bioeconomy agenda in Brazil, ie: Ministry of Foreign Affairs, Ministry of Science and Technology and Ministry of Environment and Climate Change from the government as well as from academia. - Support to the internal UNEP biodiversity economy group on framing and on the how to develop bioeconomy value chains. - Contributions to the National Bioeconomy Strategy and Plan in collaboration with the Ministry of Environment. - Contributions to the GIB final report. - Contributions to the GIB transition piece a handover document to the Government of South Africa which will take over the G20 Chair from Brazil in 2025

Qualifications/special skills

An advanced university degree in Environmental Science, Social Science, Agricultural science or Public Administration, Economics or Environmental Economics, or a related field is required. A first university degree with a combination of two (2) years professional and academic qualifications may be accepted in lieu of the advanced degree. A minimum of seven (7) years of professional working experience in programme and project planning and implementation in the field of sustainable biodiversity value chains, bioeconomy and of economic instruments for biodiversity and ecosystems conservation is required. Experience in stakeholder engagement at federal, state and/or municipal level is desirable. Experience with valuation of ecosystem services and biodiversity would be an added advantage. An understanding of the Brazilian environmental, bioeconomy and economic political context, as well as the Brazilian environmental and economic institutional framework is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position fluency in oral and written English is required. Knowledge of Portuguese is highly desirable.
