Background information- ECR

Based in Geneva, the Europe and Central Asia Regional Office (ECR) supports UNOPS offices throughout the region through: management, financial and programmatic oversight of global and country-specific portfolios, clusters and operations centres, including hosting services; fund and management advisory services; project implementation; procuring goods and services; and managing human resources.

ECR ensures that projects are executed to the highest standards, providing a shared knowledge base and ensuring that best practices and lessons learned are disseminated between business units and projects across the entire region.

ECR strategy is to:

  • Strengthen UNOPS role in operationalizing the Sustainable Development Goals with particular emphasis on health, environment and economic development.
  • Position UNOPS in the Balkan sub-region, the Caucasus and Central Asia.
  • Strengthen the implementation of ECR global and regional programmes, with revitalized partnerships in infrastructure, procurement and project management.

ECR operates global portfolios from offices in Geneva, Brussels and New York, and country-specific programmes from its operations and project centres located in Eastern Europe and Central Asian countries.

The United Nations Environment Programme Finance Initiative (UNEP FI) is a strategic public-private partnership between UNEP and the global financial sector. UNEP FI works with over 280 financial institutions, signatories to UNEP Statement of Commitment by Financial Institutions on Sustainable Development, and a range of partners and organizations, to embed environmental, social and governance considerations in financial decision-making. Through its industry, thematic and regional activities, UNEP FI promotes the adoption of sustainability practices by financial institutions and the finance sector at large.

UNEP FI works with banking, insurance and investment members and a network of regional partners to accelerate market momentum towards a financial sector aligned with sustainable development in five geographical areas: Africa & the Middle East, Asia-Pacific, Europe, Latin America, North America. The objective is to disseminate, promote and communicate UNEP FI’s work across the different geographical regions by a variety of means, including consultations, research, workshops, and special meetings/events.

UNEP FI works with its members as well as technical experts and key stakeholders, to convene ambitious collective action, facilitate shared learning and co-develop practical resources to equip financial institutions with the knowledge and expertise to embed sustainability into their strategies and operations. We facilitate collaborative projects to develop methodologies and tools, encourage harmonization, promote advances in good practice, and support leadership to accelerate growth in the quantity and quality of sustainable financial institutions. It aims to create the most effective network for sharing knowledge and best practice and to amplify the collective voice of the finance sector in policy debate, engaging policymakers, regulators and supervisors on the role of the financial sector in contributing to sustainable development. UNEP FI holds agenda-setting Global and Regional Roundtables to brings together partners and other stakeholders to build momentum to advance sustainable finance market practice and provide clear signals from the financial sector to policymakers on the importance of integrating Environmental, Social and Governance (ESG) issues and sustainability impacts into financial decision-making.

Functional Responsibilities

The Programme Analyst will work with the Programme Manager and the rest of the UNEP FI Secretariat to support their work and deliverables and perform a variety of standard administrative and programme processes related to office operations as follows:

  • Create and maintain the UNEP FI signatory database, including updating contact details, and members’ profile. The FI list of members needs to be updated on a continuous basis, with new members added when appropriate. Monitor the status of UNEP FI annual membership.
  • Coordinate responses and other communications between programme partners as well as other key stakeholders; Compile feedback and communications received into reporting formats using standard word processing package.
  • Preparation and monitoring of the team work-plans, outputs, products, tasks, etc.; where applicable.
  • Check accuracy of requisite documents received, verify approvals, signatures, etc. to ensure compliance with relevant requirements.
  • Provide administrative support to the Programme Manager in the recruitment of consultants.
  • Ensures accuracy of and monitors the payment of consultants and individual contractors. Organize and participate in the programme/project implementation activities, involving liaison with diverse organizational units and external institutions to initiate requests, obtaining necessary clearances, processing and following-up on administrative actions.
  • Monitoring and ensuring the timeliness and quality of researching, compiling and organizing information and reference materials from various sources for reports, work plans, studies, briefings, meetings/conferences, including identifies financial institutions for outreach in line with banking, insurance and investment membership strategies, support membership surveys across all regions, and carries out research on members’ areas of active engagement with UNEP FI.
  • Ensure timely submission of a variety of standard statistical and other reports, work orders, etc., using various databases in accordance with programme guidelines.
  • Proofread documents and edits texts for accuracy, grammar, punctuation and style, and for adherence to established standards for format.
  • Maintain records on technical and financial aspects of programme operations, including monitoring of project activities and their outcomes; meeting minutes and decisions and recommendations of meetings and workshops.

Monitoring and Progress Controls Under the guidance and supervision of the Project Manager, the Programme Analyst will perform a variety of standard administrative processes related to programme and office operations, ensuring high quality and accuracy of work. The Programme Analyst will also work in close collaboration with the operations, Programme and project staffs within the UNEP FI Secretariat, and the UNEP Headquarters to exchange information and ensure consistent service delivery.

Education

A university degree (Bachelor’s degree or equivalent) in finance, economics, business or public administration, accounting, project management or related area is required. A Master’s degree is an asset and maybe considered in lieu of the required years of experience.

Experience

  • Minimum of two years of work experience in administration or programme support service is required.
  • Experience in handling web-based management systems.
  • Experience of working in or with the United Nations is desirable.
  • Knowledge of INSPIRA / UMOJA is desirable.
  • Experience in the usage of computers and software packages (MS Office 2007 and/or newer versions) is an asset.

Languages

Fluency in English is required.

Knowledge of other United Nations languages is an asset.
