Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Turkey, in line with the overall UN Sustainable Development Cooperation Framework and with the UN Women Country Strategic Note (2019-2022), UN Women works towards three overarching goals: 1) Women lead, participate in, and benefit equally from governance systems; 2) All women and girls live a life free from all forms of violence; 3) Women and girls contribute to and have greater influence in building sustainable peace and resilience and benefit equally from the prevention of natural disasters and conflicts and humanitarian action. Towards these goals, UN Women implements programmes and projects that aim to advance gender equality, improve women’s access to opportunities, rights and services in political, social and economic life and combat gender stereotypes, discrimination and violence, as required by international and national legal and policy commitments. UN Women collaborates with numerous partners – central and local level government authorities, civil society organizations, including women’s organizations and platforms, academia, private sector companies, other UN agencies. It commits itself to the Leaving No One Behind principle, by supporting targeted actions to remove the obstacles that marginalized and vulnerable groups of women face in accessing their rights and to promote them as agents of change. In the implementation of its global Strategic Plan 2018-2021 at the country, regional and global levels, UN Women is supporting its traditional partners, i.e. women’s civil society organizations to stay relevant, and be agile, resilient and sustainable agents of change in ever-changing, complex contexts, as well as to expand and diversify constituencies for gender equality by women’s movement building across generations, genders and sectors.

Reporting to Country Director, the Programme Analyst provides support to the effective management of UN Women programmes and operations in the UN Women Turkey Office by contributing in the programme design, formulation, implementation and evaluation. The Programme Analyst supports the delivery of UN Women programmes by analyzing results achieved during implementation and supporting appropriate application of systems and procedures. Within this scope, The Programme Analyst also supports Operations Analyst specifically in terms of ensuring flow of information and communication between the Programmes and Operations and other units within or outside of UN Women.

The Programme Analyst works in close collaboration with the programme and operations team, UN Women RO, and HQ staff as relevant, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.

Duties and Responsibilities

1. Contribute technically to the development of programme strategies in the area of combating violence against women and girls and women’s economic empowerment

  • Provide technical inputs to the design and formulation of programme/ project proposals and initiatives related to preventing and combating violence against women and girls and women’s economic empowerment.

2. Provide technical and operational support to the implementation and management programme initiatives in the above areas

  • Provide support on implementation of activities under the projects, including the preparation of the annual workplan and budget as required;
  • Contribute to the provision of inputs to the preparation and implementation of administrative team results-oriented work plans.
  • Facilitate flow of information and communication between the Programmes and Operations and other units within or outside of UN Women
  • Coordinate and monitor the implementation of programme activities;
  • Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review and coordinate the submission of implementing partner financial and narrative reports;
  • Train partners on Results Based Management.

3. Provide technical assistance and capacity development support to project/programme partners

  • Provide technical support to and technically oversee the implementation of programme activities with partners;
  • Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and trainings to partners as needed.

4. Provide technical inputs to the monitoring and reporting of the programme/ project

  • Monitor progress on programme activity, results and indicators;
  • Monitor the implementation of proposals by responsible partners;
  • Provide inputs to quarterly reports, donor reports and other reports on outputs, results outputs and outcomes.

5. Provide technical support to the management and operations of the Turkey Country Office

  • Monitor budget implementation activity expenditures and perform budget revisions when required;
  • Provide inputs to financial reports;
  • Contribute technically to the management and operations in accordance with the UN Women rules, regulations, policies and strategies.
  • Provide support to the assessment of the managerial and operational capacities of implementing partners in collaboration with the programme and technical team
  • Provide substantive inputs to business process mapping and the establishment of internal standard operating procedures in all areas of the operations and programmes

6. Contribute to building partnerships and resource mobilization strategies

  • Provide inputs to resource mobilization strategies; analyze and maintain information and databases;
  • Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.

7. Provide technical inputs to inter-agency coordination on combating violence against women and women’s economic empowerment to achieve coherence and alignment of UN Women programmes with other partners in Turkey

  • Provide technical support to the Country Director and Head of Programme on inter-agency coordination related activities by providing inputs to background reports and briefs.

8. Provide inputs to advocacy, knowledge building and communication efforts

  • Provide technical inputs to background documents, briefs and presentations related to combating violence against women and women’s economic empowerment ;
  • Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products;
  • Provide inputs to the development of knowledge management products on the above areas.

Required Skills and Experience

Education and certification:- Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required - A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. - A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:- At least 1 year of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building; - Experience in the field of gender equality and women’s empowerment is a strong asset; - Previous experience in UN organization is an asset

Language Requirements:- Fluency in English and Turkish is required; - Knowledge of the other UN official working language is an asset;
