Overall purpose of the role:

The ER Team Leader is part of the DRC Emergency Response Team in Central Darfur; he/she will work under the line and technical management of the Area Programme Manager and the overall supervision of the Area Manager. This position directly manages ER field teams. The ER TL shall be based in Nertiti but will share his/her time among DRC other bases in Central Darfur: Um Dukhun and Golo, as well as other key locations (such as Garsila, Wadi Salih, Zalingei) as required by the situation. Interventions in neighboring States may be considered as well.

Hence, the ER TL bears the direct accountability for the quality implementation of Emergency Response activities, as set up and laid out by the Area Programme Manager.

ER activities in Central Darfur are focused on: assistance through provision of kits in self‑help or construction of simple infrastructures connected to assistance of vulnerable population (resident, refugee, returnee or displaced). Besides that, the ER TL shall also support the Area Programme Manager in building DRC staff capacities and, in case of Area Programme Manager’s absence or when called for by circumstances, to represent the Organization in coordination and technical fora, at Locality and State level.

Responsibilities****:

Project Management and Implementation:

  • Direct the implementation of ER activities; with specific follow‑up of quality and budget across all field sites
  • Ensure effective and efficient implementation of said activities through organizing the ER teams’ work by:
    • setting up the teams’ work plans according to the overall Programme plan
    • setting up workload balance for the staff and supervise their workplans
    • monitoring the application of work plans and related progress
  • Ensure that all stages of implementation (from assessment to provision of assistance) are relevant and adhere to plans and criteria devised by the Area Programme Manager, and that the implementation is technically sound
  • Have continuous presence on the ground to ensure the quality of activity implementation and provide technical advice to field project staff as necessary
  • under the direct supervision of the Area Programme Manager and in close contact with MEAL, work to strengthen ER and general Information Management (IM);
  • Regularly and accurately collect and compile activity records and all other relevant documentation/Means of Verification (MoV) to feed timely into donor reporting
  • Apply and ensure the application of protocols and guidelines for ER stand-alone activities
  • When necessary, participate in staff recruitment processes, new staff on-boarding and induction, capacity building, and performance appraisal of ER staff

Programme Development and Quality

  • Support the Area Programme Manager in developing strategic ER documents and in identifying gaps and opportunities for further programming, needs assessments and gap analyses
  • Under guidance of the Area Programme Manager plan and carry out training sessions for ER staff, aimed at increasing the quality of the implementation and increase ER staff capacities. This would include hands-on coaching, guidance and technical support to programme staff, ensuring clarity over programme plans and priorities; as well as the integration and cooperation with other DRC Sectors

Monitoring, Evaluation & Learning

  • Collaborate with the M&E team to ensure monitoring activities are gathering appropriate and accurate data on Emergency Response outcomes
  • Develop internal learning and appropriate programme adjustments against new opportunities/challenges
  • Coordinate ER and Emergency Response assessments, with support from the MEAL and Protection Department

Finance, Procurement and Administration

  • Support the Area Programme Manager on the financial accountability of the ER programme
  • Ensure the ER Team raises Purchase Requests (PRs) in a timely manner, in line with DRC standards, and follow up on procurement processed with the Supply Chain Department
  • Support the ER Programme Manager in ensuring that HR policies are followed, including completion of regular Performance Management Meetings with all ER staff
  • Ensure familiarity with DRC’s Operational Handbook

Coordination & Representation

When requested and/or necessary:

  • Represent DRC in technical and coordination fora at Locality and State level
  • Under the supervision of the Area Programme Manager coordinate at ground level with national, local and international actors to ensure smooth and timely implementation of activities
  • Support Area Office Senior management (Area Manager, Base Managers, Protection Manager, etc.) with fostering relations with local and State relevant stakeholders.

Experience and technical competencies: (include years of experience)

  • Minimum 4 years of proven experience (1 year in equivalent position) in INGO projects
  • Minimum 2 years of experience (1 year in equivalent position) in Emergency Response and/or, Emergency Infrastructures/Shelter, Emergency WASH. Good knowledge of Human Rights/Protection/International Refugee Law, and/or Food Security/Livelihoods is an advantage
  • Knowledge of Humanitarian Assistance and Emergency Response general standards and guidelines
  • Excellent writing and editing skills for external audiences (including governments and donors)
  • Effective verbal and written communication, multi-tasking, organizational, and prioritization skills
  • Capacity to appropriately represent the organization with a diverse range of government officials, local organizations and other groups.
  • Proven experience in providing technical guidance and training. Experience in development of training materials is an asset
  • Engagement and communication skills with communities in a responsible manner. Awareness of AAP principles is an advantage
  • Ability to work closely with a diverse team of individuals in a highly intense and fluid environment: Cultural sensitivity and respectful of local contexts. Proven experience in providing technical guidance and training including development of training materials is an advantage

Education and skills: (include certificates, licenses etc.)

  • University degree or higher education in Civil/Water Engineering, Architecture, or other relevant subjects related to ER
  • Computer skills (including MS Office package)

Languages: (indicate fluency level)

  • Fluency in written and spoken Arabic
  • Good command in written and spoken English.
