You have:

- Minimum two to three years of experience implementing refugee, asylee, or immigrant services or similar programs.
- Experience supervising, supporting, and training staff.
- Experience in program management and responsibility for budget management preferred.
- Proficiency in Microsoft Office applications.
- Ability to prioritize and manage time effectively.
- Demonstrated ability to work effectively as a team member in a multi-cultural environment.
- Bilingual fluency in written and spoken English and Spanish or Portuguese.
- Strong cross-cultural understanding and excellent communication skills, both written and verbal.
- Must have a valid driver's license, active insurance policy, access to reliable transportation and the ability to travel regularly throughout the service delivery area.
- In accordance with Arizona State Law, must possess or be eligible to receive a fingerprint clearance card.
Job Overview:
The welcome center is an emergency shelter for migrants and Asylum Seekers who have recently been released from government custody. The Welcome Center aims to provide safe respite and supportive emergency services to Asylum Seekers while they coordinate travel to their new home in the US.
The Program Supervisor manages staff providing direct client services within the Welcome Center. The Program Supervisor plans and implements programming, coordinates core service delivery, supervises staff, ensures program goals are met, and satisfies budgetary, compliance and reporting responsibilities for the assigned portfolio.
Major Responsibilities:
Core Service Delivery
• Guide the implementation of the program and ensure all core services are completed in a timely manner to all clients.
• Assign specialists and technicians to core services areas including intake/legal orientation, hygiene, food, clothing, overnight and travel.
• Create monthly staffing schedule to ensure appropriate coverage of core services.
• Collaborate with Coordinators to ensure appropriate services are provided to all clients.
Partnership Building
• Ensure close collaboration with on-site third-party medical service provider to ensure clients go through medical screening and their medical needs are addressed.
• Develop and maintain positive relationships with volunteers and volunteer-sending community-based organizations.
• Facilitate close communication with community partners such as local religious institutions and shelters on client referrals and incoming or outgoing donations.
Documentation and Reporting
• Ensure that client personal data collected during intake is accurate, secure, confidential, and treated in accordance with best practice data protection protocols.
• Guide the timely implementation of program updates as needed.
• Assist with the preparation for all monitoring visits including IRC, state, and federal agencies.
• Monitor program execution to ensure compliance with all funding requirements; communicate program needs to management team.
Staff Supervision and Other Responsibilities
• Cultivate a respectful, supportive, and inclusive environment for team members, volunteers and clients.
• Recruit, train, develop and manage team in accordance with IRC’s People Manager Standards.
• Provide daily oversight of active caseload, maintaining close communication with staff regarding challenging cases.
• Carry out timely, professional interventions to ensure responsive, appropriate, and client-centered service delivery.
• Serve as a member of the management team and share in the on-call after hours focal point responsibilities.
• Other duties as assigned.

Working Environment:
• The Phoenix Welcome Center is a 24-hour/7 day facility; flexible work hours, including holidays, evenings, and weekends with regular contact with clients and volunteers is expected.
Compensation:
Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
