Job Description

Job Overview:

The International Rescue Committee (IRC) is one of the leading providers of high-quality programming for refugees resettling to the United States. Switchboard is a one-stop resource hub for refugee service providers in the United States, supported by the Office of Refugee Resettlement (ORR) and implemented by the IRC in partnership with Lutheran Immigration and Refugee Service (LIRS). Switchboard is seeking a Program Officer for Web Development. Switchboard provides training and capacity-building services to ORR-funded refugee service providers in the United States, including resettlement agencies and affiliates, state agencies, ethnic community-based organizations, and others. The Program Officer for Web Development will be responsible for ensuring that the Switchboard website is functioning and meeting program expectations, which include site performance, site content, and user experience. The Program Officer will translate high-level program requirements into technical requirements, and oversee development with 3rd party vendor(s). This position is remote and may be located anywhere in the United States.

Major Responsibilities:

Website Development

- Lead efforts to ensure that the Switchboard website is functional, running, and is meeting funder requirements. - Together with external vendor (web development agency), update WordPress theme and plugins as needed and perform pre- and post-deployment quality assurance. - Develop functional and technical requirements and documentation based on program needs and funder requirements - Function as the project lead for major web development initiatives, including requirements gathering, documentation, implementation, testing, and deployment. - Coordinate with Program Officer, Web Design; Digital Content Manager; and Communications Manager as part of Switchboard’s learner engagement team

- Provide solutions to increase engagement throughout the website, including downloadable resources and email opt-in. - Integrate the Switchboard website with other platforms such as email marketing, SMS, social media, etc. and provide recommendations for future integrations to meet program requirements

Project Management and Monitoring and Evaluation (M&E)

- Integrate Google Analytics event and goal tracking throughout website to track program requirements. - Together with Program Officer, Web Design, track data on website access and usage, as well as feedback data collected through user testing. - Based on data collected, elevate issues as needed and make recommendations for enhancements.

- Provide input into Switchboard reports, including monthly activity updates and semi-annual Performance Progress Reports.

Job Requirements:

· Bachelor’s degree in web development or other relevant field (or equivalent experience)

· WordPress development experience

· Working knowledge of HTML, CSS, JavaScript

· Excellent written and oral communication skills

· Ability to effectively manage complex projects with strict timelines

Preferred Experience & Skills:

· 3+ years’ professional experience in WordPress development

· Experience with website maintenance and security

· Experience with optimizing for speed and mobile devices

· Familiarity with refugee resettlement and integration services

· Experience engaging with external vendors and/or consultants

Working Environment: Standard office and/or remote working environment. This role may require working remotely full or part time and part time remote employees may be required to share workspace.
