CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Position Overview

CHAI's team in Papua New Guinea is dynamic and diverse, with additional support available at the regional and global levels. The Program Officer EPI Logistics, will be seconded to the National Department of Health responsible for providing strategic planning and execution as well as provide technical assistance to ensure that an effective EPI Logistics Management System is maintained throughout PNG through Procurement, Distribution of all Vaccines, Injection equipment and other dry supplies.

Working under the guidance of the EPI Program Manager, the EPI Logistics officer will provide training of all support staff located at both the National and Provincial Medical Stores on the standard guidelines, routine distribution of vaccines and injection equipment and other dry supplies.

The role requires a highly experienced individual in supply chain management with demonstrated knowledge of vaccine management, sound working knowledge and experience of the Public Service and overall functions of the Health Department and knowledge of relevant Policies such as the National EPI and Cold Chain Policy and sound knowledge of warehouse storage and distribution process especially for vaccines and other EPI commodities for medical stores and other health/hospital facilities/institutions. In addition, the role requires a self-driven officer, a fast learner, resilient, and a strong team player and problem-solving skills, along with excellent written and verbal communication skills, comfortable working in a fast-paced environment with some ambiguity.

Responsibilities

ACCOUNTABILITY

  • Recommend, establish distribution strategy, criteria and detailed procedures consistent with corporate policy, good commercial, legal and ethical practice.
  • Well maintained and accurate distribution register provincial stock balance updates and adhere to National distribution schedule at the National Provincial and District level.
  • Coordination of an effective Logistics management system throughout PNG working with Logistics contractor Agent (LD Logistics) as per the National EPI and Policy guidelines on transportation and storage of various EPI commodities.
  • Monitor and implement program of effort as per Annual Activity Plan.
  • Formulate or recommend, for Store Technical Advisor approval requisites for Proposal, quotation and tender invitations.
  • Ensure proper storage and distribution of all vaccines, injection equipment and other dry goods.
  • Plan, direct and manage the distribution of vaccines supplies as to ensure that adequate vaccine supplies are available at all times and meet any emergencies in the provinces.

MAJOR DUTIES

  • Coordinate that distribution of vaccines and injection equipment and other dry goods supplies delivered by the freight contractor in accordance with stores procedures.
  • Supervise or delegate supervision of the receipt of incoming supplies assembly, storage, issuing and packing of orders and their dispatch. Ensure that proper records maintained, and correct procedures required of reflective management.
  • Draft replies to correspondence and inquiries for clients and Headquarters.
  • Advise the Store Manager on maintenance of the Cold Rooms.
  • Update the National inventory system on a regular basis and report on a quarterly basis.
  • Assist the SIA Coordinator and Vaccine Procurement Program Officer in providing and distributing adequate Logistics for SIA implementation and periodically evaluate how to improve vaccine quality and main Cold Stores reliability.
  • Organize stocktaking of the Vaccines, injection equipment and dry goods in accordance with stock take procedures.
  • Assist with maintaining all related standard recommendations by the National Health Department and Word Health Organization.
  • Coach and mentor subordinate staff and guide them in their duties.
  • Observe and comply with public service policies, management directives and policies including OH&S, support for HIV/AIDS programs and environment.
  • Meet agreed annual implementation targets as set out in the Annual Activity Plans (AAP) and other mutually agreed performance targets.
  • Undertake any additional work as directed by the EPI Manager and provide regular feedback and updates as required.
  • Perform other delegated duties as directed.

Qualifications

Qualifications

  • Bachelor’s degree in pharmacy or Tertiary qualifications, in Health Related field.
  • Possess Certificate or Diploma in Management or accounting with relevant courses in warehousing, stores stock control and inventory.

Work Experience

  • Have at least five (5) years work experience in the health sector.
  • Demonstrated experience in the Cold Chain system and Logistic management and vaccines biology preferred.
  • Demonstrated experience as a trainer will be highly regarded.
  • Have an extensive work experience in organization of a Pharmaceutical Services, warehousing, medical stores stock control and inventory in government distribution.

Additional Requirement

  • Have a driving license.
