This work is led by the Resource Acquisition & Management team, in close collaboration with RAI regional and technical units as well as the Finance Department and RAI Budget team.

Job Overview/Summary: Reporting to the Director, Resource Acquisition and Management, the Program Officer is a focal point on both pre- and post-award business issues for selected projects at RAI US field offices and RAI Headquarters-led initiatives. For business development activities, the PO will support grant-seeking efforts of field offices by editing and submitting proposals to public and private donors while ensuring consistency with IRC’s quality standards and responsiveness to the donor’s programmatic priorities. Post-award grant support includes reviewing budgets and expenses, assistance with reporting, subaward management and advising field staff on grant compliance. This position requires close collaboration with colleagues across the organization, including RAI HQ and field staff, IRC’s Awards Management Unit (AMU), External Relations, and Finance Department in order to ensure that proposal submissions consistently meet high standards and lead to effective program implementation.

Major Responsibilities:

- Serve as liaison to USP field offices on both pre- and post-award business and quality control issues - Provide quality control for proposals in line with IRC standards, ensure IRC business process is adhered to and all internal reviews and approvals are completed prior to submission; finalize and submit full proposal package for USG federal opportunities. - Review proposal budgets and budget narratives for accuracy, feasibility and consistency with a) the project design and its operational requirements and b) IRC and donor guidelines. - Coordinate the proposal development process with other HQ staff, including regional directors, technical advisors, and AMU and External Relations department staff. - Review grant expenses and spend-down - Assist offices with grant adjustments, including budget and scope modifications and extensions - Schedule and co-host grant opening meetings with remote project staff - Liaise with IRC Legal, Compliance, Human Resources and Finance units to support grant management activities, including accounting, subawards and contracts - Provide proposal revision and grant management support to the Program Quality & Innovation team - Support offices on the development of subaward scopes of work and budgets and process subawards in accordance with IRC policies and procedures - Participate in relevant trainings and conferences - Coordinate the transition of awards from the pre-award to the post-award phase - Work with IRC Finance unit to create and update internal grant codes (in selected cases)

External Contacts: The POG must communicate with officers at federal agencies.

Job Requirements:

- Bachelor’s Degree required, Master’s degree a plus - Minimum of three year of grants-related experience - Superior writing skills - Basic Excel use - Experience reviewing proposals and programmatic budgets - Ability to work with multiple stakeholders in order to move projects forward - Excellent communication skills and professional approach - Proven ability to work flexibly and to solve problems with appropriate input from relevant stakeholders - Capacity to manage multiple projects and timelines and adapt to shifting priorities

Working Environment: Remote or hybrid

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirement.
