OBJECTIVE OF THE OFFICE/DEPARTMENT

This is a requisition for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

PAHO Country Offices are responsible for ensuring that the Pan American Health Organization / World Health Organization (PAHO/WHO) country program of technical cooperation and its country presence provides adequate support to the national health development process and, at the same time, enables countries to shape the subregional, regional, and global health agendas. The PAHO/WHO Country Office is the basic organizational unit for technical cooperation with the country/ies, drawing on PAHO/WHO resources from all levels and all parts of the Organization.

DESCRIPTION OF DUTIES

Under the general supervision of the Director, Planning, Budget & Evaluation (PBE), and the direct supervision of the PAHO/WHO Representative, the incumbent will be responsible for, but not necessarily limited to, the following assigned duties:

  1. Provide technical support and advice to the Representative and Country Office team on strategic and operational planning, program management, budgeting, resource coordination and mobilization to enable the implementation of the PAHO/WHO technical cooperation program in the country, consistent with the Organization’s mandates, priorities and results-based management framework;
  2. Collaborate and provide support for the coordination of the planning process; support the programming, control and evaluation of the PAHO/WHO Work Plan and the updating of the Country Cooperation Strategy (CCS); support the coordination and monitoring of the review, redefinition and re-alignment of the processes and resources of the Technical Cooperation Agreements in conformance with the PAHO/WHO Technical Cooperation Strategy 2;
  3. Collaborate in the elaboration, analysis, approval and monitoring of projects for resource mobilization; provide technical support and guidance to the technical teams and national counterparts for the development, management, monitoring and reporting on project proposals for funding the approved BWP, including the monitoring and management control of the Technical Cooperation Agreements;
  4. Support the project cycle (identification, design, piloting, negotiation, execution and evaluation of projects), in order to improve the effectiveness and efficiency of all projects executed, regardless of the source of funds; contribute to the organizational learning through the gathering and sharing of lessons learned and good practices from the planning and program budget processes of project cycle;
  5. Contribute to the gathering of strategic information and data; support and collaborate in the elaboration of political and technical reports; monitor, control and evaluate the management model of the Representation;
  6. Support the elaboration, monitoring and control the process of the Strategic Relationship Matrix of the Technical Teams of the Representation;
  7. Collaborate in the process of the PAHO/WHO South-South Cooperation and support the monitoring of the regional integration processes, with emphasis on MERCOSUR, borders) and the Amazon Cooperation Treaty Organization (ACTO);
  8. Collaborate in the UN Reform process in Brazil, related to the contribution to the national development process focused on the reduction of inequalities through the development and the articulation of the coherent vision and strategy that allows a unified approach towards common development goals;
  9. Guide and support the Country Office’s BWP review process to verify compliance of the BWP with the business rules of the Operational Planning Manual, prior to its submission to Executive Management (EXM) for review/approval;
  10. Monitor program expenditure and prepare the relevant reports to assist Technical Advisors with the monitoring and monthly tracking of the use of their awarded funds; assist with preparation of grant reports and ensure that required reporting is done in accordance with corresponding Agreements;
  11. Maintain effective partnerships with all project stakeholders to exchange critical and technical information and resolve program/project implementation issues to ensure results are achieved as planned;
  12. Maintain direct communication with national and international counterparts, facilitating the strategic mapping of the sector, alignment and harmonization through collaboration among organizations and relevant stakeholders;
  13. Analyze and update information regarding key social actors in the health area, regarding trends and variations in policies, strategies, and actions for the better fulfillment of national health policies, as well as the regional and global agendas;
  14. Participate in the United Nations Country Team (UNCT) managerial groups, particularly regarding the elaboration, implementation and monitoring of the United Nations Development Assistance Framework (UNDAF);
  15. Participate actively in the Program Management Network (PMN) led by PBE and in the Resources Mobilization Network (RMN) led by ERP; review and analyze progress on technical matters, including inter-programmatic and inter-sectoral activities in the context of the PMN and the RMN;
  16. Provide support to Risk Management Focal Point and Technical Advisors in completion of risk management analysis of BWP Programs and implementation of approved mitigation response plans;
  17. Perform other duties, as assigned.

REQUIRED QUALIFICATIONS

Education****:

Essential: A bachelor’s degree in a health or social science related to the functions of the post, from a recognized university.

Desirable: Training in public health, policy and planning, project management, health administration, public administration, management or any other field related to the functions of the post, would be an asset.

Experience****:

Essential: Five years of national progressively responsible experience in the areas of policy and health planning, project management, monitoring and evaluation, including experience in strategy formulation and strategic resource allocation.

Desirable: Experience in technical project management in the social fields, preferably health project management requiring coordination among different institutions, national and international, including government authorities, would be an asset.
