Background

DRC (Danish Refugee Council), founded in Denmark in 1956, is Denmark’s largest and the world’s leading non-profit, independent, rights-based refugee organization.

Our vision is to assist refugees, internally displaced people, and their host communities to a dignified life. We protect lives and human rights and empower beneficiaries throughout conflict displacement by providing shelter, food, and hope in terms of work, education, and integration towards a sustainable future.

Since 1998, programmes in the South Caucasus are designed through a “protection lens”, ensuring that all activities integrate protection principles. As such, we will continue to work on expanding our knowledge and ensure durable solutions are provided to IDPs, returnees and host communities, and as well as make IDPs, returnees, host communities and persons in a refugee-like situation aware of and actively claim their rights, through legal assistance and awareness raising.

The main DRC donors in Georgia in 2023 are the Swedish International Development Agency (Sida), the German Bank KfW and Norwegian MFA, while fundraising efforts have been undertaken with other donors which could potentially effect priorities, the scope of work and tasks related to this position.

In Georgia, the program focuses primarily on Socio-Economic Inclusion through integrated programming along economic recovery and protection, in line with DRC mandate to provide durable solutions to displaced persons (IDPs in the first place), more specifically by:

  • Supporting poverty alleviation in Georgia and particularly leading the roll out of the Graduation Approach in partnership with World Vision International and local government;
  • Engaging in IDP communities through tailored livelihood programming (self-reliance, small-business and SME development, work placement etc.);
  • Promoting integration through a mix of shelter and small-scale infrastructure interventions (construction and rehabilitation work);
  • By improving general access to education and community services for marginalized groups;
  • Creating an enabling environment to allow hard-to-reach populations to access and exercise their rights and basic freedoms/protection;
  • Conducting protection monitoring and capacity-building of local communities are cross-cutting dimensions of the overall South Caucasus portfolio.

Position: Program Coordinator - Knowledge Hub/Curriculum Development (National Contract)

Position’s Overall Objective:

As part of the establishment of one unified Knowledge Hub along the concept and principles of the Graduation Approach (GA), more specifically its roll out in Georgia and its integration to the Georgian social protection systems, the Program Coordinator is expected to coordinate the development of specific dimensions of one holistic package that includes curriculum, learning materials and diverse toolkits for further usage and training, under the supervision of one Program Manager.

Position’s Specific Objectives:

  • Ensure the coordination of the Knowledge Hub curriculum development activities for two of the four interconnected dimensions of the Graduation Approach (GA) with a specific focus on those related to livelihood promotion and financial inclusion, while linking them to the ones related to social empowerment and social protection
  • Ensure analysis and contextualization of diverse materials applied globally for the GA in other middle income countries or tested locally in Georgia under previous programs for the two aforementioned dimensions, and contribute to the development of new tools as part of one toolkit related to poverty alleviation
  • Provide regular review and update of newly developed and tested tools and materials based on roll-out results and lessons learned, extracted from community feedbacks, monitoring and evaluation reports, observations and direct engagement with stakeholders

Tasks and Responsibilities

  • Ensure analysis of diverse practices and materials related to the Graduation Approach at DRC global level, as well as within the project partner organization.
  • Ensure analysis and contextualization of diverse tools and technics for the dimension related to livelihood promotion activities.
  • Ensure analysis and contextualization of diverse methodologies and approaches for the dimension related to financial inclusion activities.
  • Supervise the Project Officer under the established Knowledge Hub to ensure a common understanding and approaches while working on material elaboration and ensure the integration of all four dimensions into one holistic program
  • Regular coordination with Project Manager to ensure needs/evidence-based creation of diverse toolboxes.
  • Coordination of the Knowledge Hub activities related to elaboration of diverse SOPs, ToRs, instructions, and guidelines.
  • Coordination and elaboration of final training and coaching packages for project staff, participants, master trainers and civil servants.
  • Ensure the assessment of learning activities, by coordinating establishment of evaluation and certification systems.
  • Coordination of e-learning material/toolbox development, considering the specifics of e-learning, based on diverse modern digital methodologies.
  • Be actively engaged in delivery of training/coaching sessions for project participants, staff, and diverse stakeholders.
  • Perform other relevant duties as assigned by the DRC project manager.

About you:

To be successful in this role the ideal candidate should have:

  • University degree in economic, social or other relevant field.
  • At least 5 years proven experience working in relevant/similar positions;
  • Experience of working on curriculum, training/learning materials;
  • experience of delivering training/coaching sessions.
  • Advanced knowledge of and skills in MS Office including Word, Excel, Power-Point;
  • Excellent communication, interpersonal and team building skills;
  • Demonstrated analytical and reporting skills;
  • Good knowledge in written and oral Georgian and English;
  • The ability to multi-task;
  • experience in the field of social protection and social empowerment would be an asset.
  • experience of engagement with vulnerable groups through diverse activities would be an asset

We offer:

Contract length: 3-month probation period with possible extension

Salary and conditions in accordance with the Danish Refugee Council’s Terms of Employment for national staff. This position is placed at salary scale Band G nm

Duty station: Tbilisi, Georgia
