Key Responsibilities:

Major Responsibilities

Provide overall technical leadership on accountability for all programming

  • In line with Core Humanitarian Standards and principles provide leadership in developing and implementing internal accountability framework, including participation, consultation, information provision, and feedback and complaints mechanisms

  • Ensure accountability is integrated into all grants, PNS and Area Programs as guided by the WV Programme Accountability Framework (PAF)

  • Work closely with Resource Development, Technical Programmes and HEA teams to diversify and raise funds to support for accountability activities and initiatives

  • Guide the annual planning and budgeting process for accountability activities and initiatives in line with GC and EAR

  • Identify training needs and capacity building support required at across teams and programme portfolios

  • In line with the partnership MEAL standards ensure and participate in the preparation of periodical internal and external reports, including Program Quality Self-Review (PQSR)

  • Work with relevant MEAL Specialists to produce reports, data and learning products using beneficiary feedback as well as evidence of improved programme implementation to promote learning and continuous improvement.

  • Be NO focal point for communication between World Vision Support Offices/EAR/GC.

Lead the preparation of appropriate Accountability Guidelines, Standards, and Tools

  • In line with the National and International Code of Conduct and standards (Sphere, RED Cross and Crescent Principles and standards) lead the preparation (adapt) of NO Program Accountability Guideline, Community Response Operational Manuals, and Planning & Reporting Templates
  • Develop (update) community-based accountability tools and protocols in coordination with field and sector advisers

  • Develop and roll out effective community complaints response mechanisms (CFRM) in collaboration with Grants, PNS, and APs

  • Follow scaling up of beneficiary accountability and provide all the required technical support to project implementers through all WVE programs

  • Provide technical support to all national program staff and partners on PAF and accountability mainstreaming including assessments, strategies, stakeholder mapping and system evaluation

  • Provide technical oversight as well as technical guidance to field-based staff and volunteers

  • Oversee the implementation progress of the Program Accountability in all locations including Emergency Response

  • Track and manage work plans and budgets of accountability at the national level to ensure activities are on target and on time.

  • Contribute to program reports and any other requested activity reports.

Enhancing Client Feedback and Learning Initiative

  • Lead the design of an effective mechanism for client/community feedback (proposals, ToRs, operating guidance)

  • Lead the development of an effective training materials on client feedback mechanisms and core humanitarian standards

  • Provide technical support and ensure that client feedback mechanism issues are identified, tracked, prioritised, and addressed

  • Coordinate and provide technical leadership in undertaking studies such as context analysis, baseline, stakeholder analysis, and vulnerability assessment

  • Develop contextually appropriate and evidence-based system/tools for documenting responding and reporting NO performances of feedback and complaints statuses, and PQSR

  • Conduct regular field support visits and coordinate client feedback mechanisms and Action learning/reflection events to assess progress arising out of CFPM and PQSR processes

Stakeholder Engagement and Networking

  • Foster an environment of innovation and creativity in community participation and consultation through the program cycle in line with the LEAP cycle

  • Foster participatory planning and implementation of accountability activities by involving community members, partners and other primary groups in accountability activities

  • Participate in National Accountability Coordination meetings and other information sharing Networks

  • Participate in inter-agency meetings (such as HAP, Sphere, etc.) related to quality and accountability, and share resources, tools, and experience in accountability with other agencies

  • Facilitate and ensure timely dissemination and feedback of available information to appropriate to users

  • Deliberate regular communications with respective stakeholders and partners (government, CSOs, forums, Inter-agency Accountability working groups (IAAWG) and UN agencies

Documentation and sharing of best practices and other businesses

  • Professionally document and pro-actively share resources developed and learning with WVI, partners and other relevant agencies

  • Coordinate, consolidate and document lessons learned and best practices across all programs

  • In line with Core Humanitarian standards participate in the preparation of periodical internal and external reports

  • Accountability businesses by teaming up with NO MEAL CPP, A&EE, RA, Emergency Response and Grant Teams

Required Education, training, license, registration, and certification

  • Master degree in Humanitarian Studies, Development Studies, Study on Public Policy, Social Work, and other social sciences

Required Professional Experience

  • 8+ years of experience in MEAL, Accountability to beneficiaries or programming of which at least 5 years are INGOs
  • Experience in setting up and managing feedback mechanisms including managing information systems
  • Excellent knowledge of qualitative data analysis and report writing
  • Demonstrated capacity to supervise, train and coach/mentor staff.
  • Experience implementing the requirements of the Humanitarian Accountability Partnership/Core Humanitarian Standards
  • Strong skills in participatory program planning, monitoring, evaluation, learning and knowledge management and quality reporting
  • Excellent communication and influencing skills, with demonstrated record of convincing senior leadership to support improvements in program quality.
  • Ability to conduct independent research and analysis, identify issues and recommend solutions
  • Ability to design and prepare guidelines, standards, manuals for training (Staff and respective Partners)

Preferred Knowledge and Qualifications

  • Certified Trainer on Humanitarian Accountability

Travel and/or Work Environment Requirement

  • 40% travel into APs, Hubs , Grant , Response and Emergency Offices

Language Requirements

  • Excellent speaking, writing, and reporting skills in English and local languages
