How can you make a difference?

Purpose for the job:

Under the supervision of the Regional Supply Manager, the PS Specialist will provide guidance, oversight and direction to the Regional Office and all country offices within the region on procurement services, including work related to national budgeting for essential supplies for children and supply financing solutions. Directly related to this support, the position would serve as focal point to identify opportunities on adjacent areas such as market access and national supply chain strengthening.

Foster the strategic utilization of Procurement Services (PS) in the region, in addition to supporting on supply financing and domestic resource mobilization for supplies.

  • Devises and maintains dedicated PS strategy to inform country engagement in the LAC region

Support COs as they engage in Procurement Services and Supply Financing Solutions

  • Supports Country Offices to establish and develop the contact with relevant government counterparts in respect of procurement planning for essential supplies for children. Provides advice on modalities of support, including but not limited to the provision of Procurement Services.

Internal and External Awareness about Procurement Services

  • Increases understanding about Procurement Services amongst partners, including through participation in relevant workshops, conference and regional meetings.

Establish linkages with Local Market and Supply System Strengthening and other regional priorities

  • Support Country Offices to utilize PS as an entry point for improving local and regional market access to affordable essential supplies, with the ultimate goal of improve self-sufficiency.

Act as the champion for Supply Chain Strengthening activities within LACRO

  • Lead and advocate for the adoption and mainstreaming of supply chain strengthening initiatives in regional and country-level plans.

Minimum requirements:

  • Education: Advanced University Degree in Business Administration, Public Administration, Management, Supply chain or a related field. Adequate work experience may be used in lieu of a Master’s Degree

  • Work Experience: Minimum of five years of progressively responsible professional work experience in public procurement management, supply chain management or related field, with 2-3 years’ experience working in international development.

  • Language Requirements: Fluency in Spanish and in English are required;

Desirables:

  • Working knowledge of French desirable.
