Background

The GEF Council has approved the full-sized project titled “Energy Efficiency through the Development of Low-carbon RAC Technologies in Trinidad and Tobago” (PIMS #5957) overseen by the United Nations Development Programme Trinidad & Tobago Country Office. UNDP has finalized a Project Document that was approved and received endorsement by the GEF CEO in March 2020.

The project is aimed at the Refrigeration and Air-Conditioning (RAC) sector in treating the issue of energy efficiency for large-scale and small-scale systems and units. The project seeks to represent a holistic approach to encouraging a more sustainable energy consumption path, through the adoption of energy-efficient low-carbon technologies for Refrigeration and Air Conditioning end-use. The implementation period of the project is expected to be approximately 48 months.

In Trinidad and Tobago, the district cooling technology has been slowly introduced, even though the demand for cooling has increased at a steady rate of 15% due to its growing economic development. The project’s strategy has incorporated two district cooling pilot investments. The Project Preparation Grant (PPG) stage has also considered other potential business interventions to support a market transition toward low-carbon, energy-efficient technologies within the Refrigeration and Airconditioning sector. The Procurement Policy Expert is required to enhance national procurement: policy, regulatory and institutional frameworks for the sustainable end use of RAC technologies.

Duties and Responsibilities

Under the overall supervision and guidance of the Project Manager (GEF6-RAC), the Procurement Policy Expert will have the responsibility to review the current procurement regulations of Trinidad and Tobago with the aim of developing Guidelines and model documents for mainstreaming the public procurement of RAC EE equipment, including considerations for not-in-kind technologies and natural refrigerants. The role of the entire public sector is fundamental to trigger an alternative path for procurement of sustainable RAC equipment; in this regard, the Procurement Policy Expert will develop systems that ensure all public procurement steps for new RAC equipment would comply with, commercially driven, state-of-art high EE, low GWP equipment.

The Procurement Expert will be required to undertake the following activities to fulfil his/her obligations under this contract:

  • Analyzing the current public procurement system for central and split RAC systems.
  • Interface with key stakeholders such as the Ministry of Planning and Development, Ministry of Finance, Central Tenders Board, Office of the Procurement Regulator, among others
  • Conduct desk research to review various project documentation, policy documents, studies, reports etc. on previous and ongoing work in energy efficient and green procurement in Trinidad and Tobago
  • Perform in-depth reviews and gap analysis to identify any barriers that may need to be addressed to facilitate implementation a procurement system for high EE, low GWP Refrigeration and Air Conditioning systems
  • Preparing a procurement system for high EE, low GWP Refrigeration and Air Conditioning systems in the public system.
  • Preparing a road map, for making the procurement system mandatory.

Institutional Arrangement:

The Procurement Policy Expert will report directly to the Project Manager (GEF6-RAC) and liaise with the Project Management Unit.

Required Skills and Experience

Min. Academic Education: Master’s Degree in Law from a recognized University and a Legal Education Certificate. A Bachelor’s Degree with two additional years of qualifying experience will be considered.

Min. years of relevant Work experience:

  • Five (5) years’ experience in legislative drafting including standing at the Bar or a minimum seven (7) years with a Bachelor’s Degree
  • Sound knowledge of the current energy issues, trends and perspectives, including a range of Energy Efficiency options and possibilities with regard to Trinidad and Tobago, would be an asset
  • Knowledge and experience with the Public Procurement and Disposal of Public Property Act of Trinidad and Tobago would be an asset
  • Experience and/or familiarity with GEF and UNDP or other UN organizations’ projects, processes, guidelines, and project implementation is a requirement
