Organisational context

In Cameroon, the WFP Cameroon Country Strategic Plan [CSP] (2018 – 2021) endeavours to ensure that targeted food-insecure and vulnerable populations benefit from more sustainable and inclusive food systems and increased resilience to shocks to meet their food and nutrition needs. Under this CSP, WFP will design and implement interventions to address food and nutrition security challenges, from production through to consumption.

WFP will work with its partners to establish long-term interventions to improve the resilience of vulnerable communities in North/South West, North, Adamaoua and East regions. The situation in the North West and South West regions continues to be marked by armed clashes, with 2.3 million people in need of humanitarian assistance in early 2020 in comparison to 1.3 million in early 2019. The security trends continue to affect humanitarian access and creating regular new population displacements.

Key Responsibilities (not all-inclusive, nor exhaustive):

Under the direct supervision of a Country office Procurement Officer:

  • Contribute towards the development of procurement plans and processes ensuring compliance with wider procurement policies and WFP standards.
  • Support or manage procurement programs and operational activities, (e.g. issue tenders, evaluate offers and negotiate/award contracts), following standard processes to contributing to successful procurement of food and non-food commodities or services.
  • Track and analyse data to provide recommendations for process improvement.
  • Collate data and contribute to preparation of accurate and timely reports of procurement activities, to contribute to a WFP wide view that enables informed decision making and consistency of information presented to stakeholders, leading to performance optimization.
  • Collate information and draft appropriate responses to recommendations to support auditing of procurement activities and ensure conformity with compliance rules.
  • Work in close collaboration with internal counterparts and external partners including suppliers, superintendents, companies, etc to align procurement activities with wider programmes and ensure a coherent approach to meeting food assistance needs.
  • Support training of WFP staff to take a strategic and proactive approach to the procurement of food and non-food commodities and services, for example designing and reviewing training materials.
  • Guide and supervise more junior staff, acting as a point of referral and supporting them with more complex analysis and queries.
  • Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy food and needed goods and services to affected areas at the onset of the crisis.
  • Act in an assigned emergency response capacity as required to meet emergency food assistance needs.
  • Other as required.

What are the expected results/outputs?

You will:

  • Deliver timely and quality food, goods, and services to persons of concern in compliance with procurement rules and procedures.
  • Satisfy units clients by the services rendered by the Procurement Unit.
  • Perform and apply appropriate processes, procedures and policies that support the efficient and effective procurement services.

Qualifications and Key Requirements

Qualifications, skills, experience:

  • Experience with procurement activities (purchasing, vendor research, etc.).
  • Experience conducting cost analyses.
  • Experience working with vendors or other partners

Degree level: Advanced University degree in Economics, Commerce, Business Administration, Engineering, Legal or Accounting or other relevant field, or First University degree with an additional relevant work experience and/or training/courses

Type of Degree: Procurement, Logistics, Supply Chain Management, Management, Law, Economics, or another related field.

Years of work experience: 5 years of progressively responsible, practical and support experience in procurement, including administration services, program, or another related field.

Language: Fluency (level C) in English language and French.

Other desirable skills:

  • Computer knowledge in word processing, spreadsheet, Outlook, etc is required.
  • General knowledge of UN procurement policies, rules, regulations and procedures, administrative policies, good team spirit.
  • Ability to identify and resolve operational problems with substantial independence.
  • Ability to handle a large volume of work systematically, effectively and accurately.
  • Ability to train other staff regarding relevant work responsibilities.
  • Ability to work in a team environment and coordinate assignments to achieve common goals.
  • Ability to deal patiently and tactfully with people of different national and cultural backgrounds.
  • Ability to work with accuracy under time constraints and pressure.
