Org. Setting and Reporting This position is located within the Procurement Unit in the Mission Support Service of the United Nations Support Mission in Libya. The position is located in Tripoli, Libya. Tripoli is classified as a Hardship "E" duty station and a non-family duty station. The incumbent will be under the overall supervision of the Chief of Supply Chain Management.

On 29 April 2022, the Security Council, by its resolution 2629 (2022) renewed the mandate of the United Nations Support Mission in Libya (UNSMIL) through 31 July 2022, by roll-over of its resolutions 2542 (2020) of 15 September 2020, 2570 (2021) of 16 April 2021 and 2599 (2021) of 30 September 2021. The Security Council, in resolution 2542 (2020), tasked UNSMIL, as an integrated special political mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements of the Government of National Accord, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, once it is agreed by the Libyan parties, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organisation of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organizations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; and (xi) co-ordinate international assistance, and provision of advice and assistance to GNA-led efforts to stabilize post-conflict zones, including those liberated from Da'esh. On 16 April 2021, the Security Council, through resolution 2570 (2021), tasked UNSMIL to provide support to the Libyan-led and Libyan-owned ceasefire monitoring mechanism including through the facilitation of confidence-building measures and the scalable and incremental deployment of UNSMIL ceasefire monitors.

Responsibilities Within delegated authority, the Procurement Officer will be responsible for the following duties: - Leads and directs a procurement work team; Plans and allocates work assignments; coaches, mentors, and evaluates staff; participates in recruitment and selection of new staff and in the development of training programs; - Serves as a senior procurement and contracting expert with responsibility for the procurement of a wide variety of supplies and services associated with complex (technically and legally) contracts and procurement activities; - Provides technical advice on procurement activities to senior officials of substantive units during all phases of the procurement cycle. - Analyzes and evaluates procurement request and ensures appropriateness of technical specifications; analyzes unusually complex and/or critical procurement proposals of financial or operational impact; determines appropriate strategy/approach to best serve institutional interests, and ensures implementation, including the authorization of exceptions to established rules, practices and procedures, as necessary following consultation with specialist procurement expert; - Develops and prepares highly complex contracts for procurement of non-routine and technologically advanced commodities or long-range services, issues international tender invitations, evaluates responses to tender, and makes recommendations for finalization of purchases and award of contracts; within delegated authority, signs procurement orders up to the authorized limit, an, in cases where the amount exceeds authorized limit, prepares submissions to the Contracts Committee for review and subsequent approval by the authorized official; - Develops tactical approaches to contracts, as well as methods for their application, based on market research; - Contributes to development of, and revisions to, institutional procurement policies and procedures, develops standards and criteria for the evaluation of goods, services, supplier capacity, etc.; develops and disseminate best practices; - Maintains under constant examination production patterns in exporting countries, evaluates the productive capacities and performance of manufacturers to identify supply sources; - Conducts and coordinates all phases of negotiations with all concerned parties, including the negotiation of disputes arising from contracts. This includes representing the organization in key meetings with senior officials internally and government officials, and in negotiations with senior executives of various commercial organizations for the purpose of concluding major contracts. - Provides direction and guidance to more junior staff.

Competencies PROFESSIONALISM: Strong theoretical background, substantive knowledge and sound understanding of internationally recognized procurement principles, standards, and practices of all phases of international procurement techniques and operations used in contracting for highly complex and technologically advanced goods and services. Knowledge of construction/renovation projects including architecture, engineering, insurance, project management and estimating or quantity surveying components. Knowledge of contract law and expertise in handling complex procurement and contract issues. Knowledge of quantitative methods to measure supplier capacity systems and ability to identify sources of supply, market trends and pricing. Knowledge of leading-edge procurement methods and good negotiating skills, clear understanding of the best value for money principle, concept, and methodology. Ability to shape and influence agreements with requisitioning units and vendors. Ability to apply technical expertise to resolve a range of complex and/or sensitive issues/problems. Education Advanced university degree (Master's degree or equivalent) in business administration, public administration, commerce, engineering, law, or a related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree.

Job - Specific Qualification A professional certification such as CIPS Level 4 or equivalent is required.

Work Experience A minimum of seven years of progressively responsible experience in procurement, contract management or supply chain management in the public or private sector with exposure to managerial responsibilities supervising staff, of which at least five (5) years should be directly related to first-hand procurement and/or contracting preferably at the international level, is required.

Experience in the use of procurement-related functions in Enterprise Resource Planning and other procurement-related and/or supply chain information management systems is required.

Experience with the planning and delivery of procurement services in complex, volatile, and conflict and post-conflict environments is required.

Experience is providing strategic procurement guidance to senior management is required.

Experience in acquisition, developing, and preparing solicitations and contracts including negotiation of disputes arising from the contracts is required.

Experience procuring construction and engineering-related services is desirable.

Experience in leading commercial negotiations for complex and high-value contracts at the international level is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Arabic is required. Knowledge of French is desirable.
