**OVERVIEW** ------------ Parent Sector : Field Office Duty Station: Cairo Classification of duty station: \[\[filter12\]\] Standard Duration of Assignement : \[\[filter13\]\] Job Family: Culture Type of contract : Non Staff Level : Level 4 Duration of contract : From 7 to 11 months Recruitment open to : External candidates Application Deadline (Midnight Paris Time) : 05.04.2022 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- Under the overall authority of the Director of the UNESCO Regional Bureau for Sciences in the Arab States, the overall supervision of the Programme Specialist for Culture, and the direct supervision of the Project Officers at the Culture Unit, the incumbent will provide administrative assistance for the procurement process to ensure the effective and efficient implementation of the Culture Programme/Projects with its emphasis on the Museum of Islamic Art (MIA) project. The incumbent will work in close consultation with the Administration and Finance Unit of the Office. Long Description ---------------- - Assist the with the procurement process related to the Culture Programme/Projects with its emphasis on the MIA project, including draft ToR of Request for Proposals (RFP) and Request for Quotations (RFQ), conduct market research, solicit offers, prepare comparison tables, arrange a technical and financial evaluation, document the procurement process, arrange negotiation sessions, draft selection forms, memos, correspondence and contracts for approval, create a vendor in the system, manage/update the Roster of vendors. - Prepare budgets, cost analysis, and reports on the financial aspect of the projects. - Prepare procurement plans and timelines for the purchase of equipment, services, and supplies. Keep track of contracts and disbursement of funds in cooperation with the Administration and Finance Unit. Long Description ---------------- - Research and evaluate prospective suppliers and update the roster with prospective suppliers. Maintain and manage records, correspondences, and documents them in accordance to records management policy. - Review procurement and other new contract requests prepared to ensure completeness, correctness and adequacy to assure fair and transparent competition or comparison process, assisting in market research and providing advice where required. - Provide policy, guidance, training and technical assistance to staff in planning, developing and managing contracts (including the identification of requirements, estimation of budgets, appropriate procurement or contracting methods, etc.) with a special focus on high value/high-risk contracts. Long Description ---------------- - Prepare a variety of procurement-related documents, contracts, communications, guidelines, instructions etc. - Maintain a tracking system and database to monitor adherence to contractual agreements, performance requirements and respect of delivery schedules; recommend amendments and extensions of contracts, as necessary; advise parties on contractual rights and obligations; and generate necessary periodic and ad-hoc reports as required, documenting lessons learned and recommendations. - Carry out additional activities that may be required to ensure the success of the work team. **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- **EDUCATION** MA degree in the field of Commerce, finance, business administration, economics, accounting, and other related fields. **WORK EXPERIENCE** Minimum 2 years (with Master Degree) of relevant experience at the national and/or international level in finance, administration, project management/operations, including supply chain management, procurement and/or contracting. **LANGUAGES** Excellent knowledge (written and spoken) in Arabic and English. **SKILLS** Strong knowledge on administration and finance, procurement, contracts, and legal obligations. Strong functional competencies in developing and managing contracts, including monitoring and performance evaluation. Strong analytical and problem-solving skills, as well as ability to set priorities, to ensure compliance to rules and administrative guidelines, to analyze and respond to routine and non-routine issues. Ability to establish good working relationships with internal and external colleagues, partners and providers at the national, regional and international level. Excellent communication skills and experience working in a multi-skilled and multicultural team. **DESIRABLE QUALIFICATIONS** ---------------------------- Working experience with procurement in the culture, heritage and museum sector in the UN and multinational system and/ or public sector will be an asset.
