Org. Setting and Reporting

The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy-oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region. This position is located in the Procurement Unit, in the Division of Administration. The incumbent reports to the Chief of Procurement Unit.

Responsibilities

Under the direct supervision of the Chief of Procurement Unit, and overall supervision of the Director of Administration, the incumbent is required to perform the following functions: • Plans, develops and manages all procurement and contractual aspects of projects of significant complexity related to worldwide procurement of diverse services and commodities taking into account local economic and other conditions. • Advises requisitioning units and recipient entities on the full range of procurement issues, providing support and guidance at all stages of the procurement cycle. Along with the Chief Procurement Officer (CPO), serves as a primary focal point for Procurement, Supply Chain and Contract Management advisory services, guiding and resolving queries from clients. • Prepares/oversees preparation and distribution of invitations to tender and manages/conducts all aspects of bid/proposal evaluations. Serves as the ESCAP focal point for the deployment of the e-tendering system across the UN Secretariat; attends meetings accordingly, able to take decisions with a view to have a smooth implementation of the tool; liaises with other technology stakeholders in ESCAP in order to leverage internal expertise in the deployment of the tool. • Formulates strategies and designs innovative solutions to resolve issues/conflicts for complex procurement projects. Acts as the primary channel for initiatives such as the Contract Management Group from UN Headquarters Department of Operational Support (DOS); actively participates and provides inputs to the group; takes notes and debriefs the CPO and peers in relation to Contract Management aspects and developments. Able to train requisitioners in the subject; leads the entity level efforts for the Common Back Office implementation in close coordination with DOS, including participation as a member or a lead of a Common Back Office implementation working group, and to perform as the ESCAP focal point in providing advisory services to internal stakeholders. • Establishes and maintains work program and schedule for ongoing contracts and newly-planned ones. • Participates in negotiations with senior supplier representatives; signs contracts or procurement orders up to the authorized limit, prepares submissions for the approval by the CPO and, in cases where the amount exceeds CPO’s authorized signature authority, prepares submissions to the Contracts Committee for review and subsequent approval by the authorized official. • Conducts market research to keep abreast of market developments; researches and analyzes statistical data and market reports on the world commodity situation, production patterns and availability of good and services. • Identifies new technologies, and products/services, evaluates and recommends potential supply sources and participates in the incorporation of research results into the procurement program. Leads the process improvement implementation in line with the supply chain management reform strategy issued by DOS. • Oversees adherence to contractual agreements, recommends amendments and extensions of contracts, and advises concerned parties on contractual rights and obligations. • Prepares a variety of procurement-related documents, contracts, communications, guidelines, instructions, etc. Leads the digital transformation within the Procurement function. Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Provides guidance to, and supervise, new/junior staff. • Performs other duties as assigned.

Education

Advanced university degree (Master’s degree or equivalent) in business administration, public administration, commerce, engineering, law or a related field is required. A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Job - Specific Qualification

Professional certification such as Chartered Institute of Purchasing and Supply certification (CIPS Level 4) is required.

Work Experience

A minimum of five years of progressively responsible experience in procurement, contract management, administration, supply chain or related area is required. A minimum of two consecutive years of experience in conducting international tender exercises to award contracts for procurement of complex goods and services in the areas of corporate support or facilities & infrastructure management, as well as leading commercial negotiations for complex and high-value contracts in an international setting, is required. Experience working with Enterprise Resource Planning (ERP) systems such as SAP or similar system and e-tendering systems such as Ariba or similar system is required. Experience working with the United Nations Common Systems or similar international organizations in duty stations outside the home country is required. Experience working in procurement or supply chain related functions with the United Nations Common Systems or similar international organizations at both headquarters level and non-headquarters duty stations is desirable. Experience in managing procurement for multiple clients with diverse funding mechanisms or different business models is desirable. Experience in drafting Standard Operating Procedures and guidelines for standardization/streamlining of procurement related processes and leading in change management is desirable. Experience in managing an international or multicultural team of buyers undertaking procurement of complex critical goods and services is desirable. Experience with the Secretary-General’s efficiency agenda, such as the Business Operations Strategy (BOS), Common Back Office (CBO), Common Premises (CP), etc., is desirable. Two years or more of experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
