Org. Setting and Reporting

The position is within the United Nations Liquidation Entity (MINUSMA), in Bamako. This position primarily involves the effective management and delivery of procurement of goods and services and sale activities required by the mission to fulfil its liquidation mandate and carry out the procurement work in an effective, efficient, economical and timely manner. The incumbent will report to the Team Lead of the Procurement Liquidation Team.

Responsibilities

Within delegated authority, the Procurement Officer will be responsible for the following duties: • Plans, develops and manages all procurement and contractual aspects of projects of significant complexity related to worldwide procurement of diverse services and commodities (e.g. information technology, electronic equipment and instruments, vehicles, medicines, foodstuffs, building maintenance materials, office supplies, construction, furniture, etc.), taking into account local economic and other conditions. • Advises requisitioning units and recipient entities on the full range of procurement issues, providing support and guidance at all stage of the procurement cycle. • Oversees preparation and distribution of invitations to tender and manages/conducts all aspects of bid/proposal evaluations. • Establishes and maintains work program and schedule for ongoing contracts, newly planned ones, as well as contract close out and reporting. • Participates in negotiations with senior supplier representatives; approves and signs procurement orders up to the authorized limit, and, in cases where the amount exceeds authorized limit, prepares submissions to the Senior Procurement Officers or to the Contracts Committees for review and subsequent approval by the authorized official. • Conducts market research to keep abreast of market developments; researches and analyzes statistical data and market reports on the world commodity situation, production patterns and availability of good and services. • Provides inputs in formulating strategies and designs innovative solutions to resolve issues/conflicts for complex procurement projects. • Contributes to the identification of new technologies, and products/services, evaluates and recommends potential supply sources. • Oversees adherence to contractual agreements, recommends amendments and extensions of contracts, and advises concerned parties on contractual rights and obligations. • Prepares a variety of procurement-related documents, contracts, communications, guidelines, instructions, etc. • Plan, develops and manages commercial sales of surplus UNOE. • Provides guidance to, and may supervise, new/junior staff. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Ensures that requirements and background information used for data analysis are documented. • Performs other duties as required.

Education

High school or equivalent diploma is required.

Job - Specific Qualification

Professionally qualified to Level 4 of the Chartered Institute of Purchasing and Supply or equivalent is required. • Recognized qualification in procurement and contracting is desirable.

Work Experience

A minimum of ten (10) years of progressively responsible professional experience in procurement, contract management, administration or related area is required. The minimum years are reduced to 5 years for candidates who possess a first level university degree. Experience in the use of procurement information systems such as SAP is desirable. Experience in supply chain management, procurement and commercial sales during liquidation of a field operation is desirable. 2 years or more of experience in data analytics or related area is desirable.

Languages

• English and French are the working languages of the UN secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of French is desirable.

Assessment

• Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

• This Position is temporarily available within the UN Liquidation Entity (MINUSMA) until 31 December 2024, subject to budget approval. If the selected candidate is an internal staff member of the UN Secretariat, the selection will be recorded as a temporary assignment. • While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. • Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station. • Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.
