OBJECTIVES OF THE PROGRAMME

Desunites d'appui administratif aux pays (CSU) ont ete creees dans la structureorganisationnelle pour aider les directeurs de service et les membres dupersonnel a assumer pleinement leurs responsabilites dans l'environnement duSysteme mondial de gestion (GSM) et garantir le respect des politiques,procedures, regles et reglements institutionnels sur toutes les questions et transactionsadministratives et financieres dans le contexte d'un progiciel de gestionintegre (ERP).

DESCRIPTION OF DUTIES

Conseille le chef du bureau de pays de l'OMS pour uneprise de decision eclairee sur les transactions relatives aux achats;Coordonne la preparation et la soumission des plansd'achat par les differents groupes organiques du centre budgetaire;Prepare et surveille la mise en œuvre du plan d'achat enveillant a ce que les objectifs et les priorites soient atteints et sur labonne voie; Evalue les demandes emanant des unites techniques et des partenaires et prodigue des conseils sur le respect des regles et reglementations de l'Organisation;Administre les ressources d'achat et veille al'utilisation conforme et efficace des modes operatoires normalises relatifsaux achats;Tient a jour la base de donnees fournisseurs prequalifieset evalues;Maintient et surveille les activites globales desservices d'achat, de logistique et de passation de marches pour le bureau enutilisant le systeme Oracle dans le GSM oracle et d'autres outils d'achat, ycompris l'informatique decisionnelle (BI), et en fournissant des rapports, des donneeset des statistiques;Fournit des conseils aux responsables et gestionnairesd'unite ou de programme et aux membres du personnel sur les achats, lalogistique et les services contractuels;S'assure du bon deroulement des operations d'achat, ycompris la commande et la livraison des biens et services;Entretient des contacts reguliers avec l'unite Passationde marches et achats (CPS) du Bureau regional et assure le suivi des decisionsprises par le Comite d'examen des contrats (CRC);Assure le suivi de l'expedition des articles commandesavec les societes d'expedition et assure la liaison avec les autorites localespour l'exoneration fiscale et le dedouanement en temps utile des biens;Assure le secretariat du comite local des achats;Analyse et/ou evalue la performance des fournisseurs avecd'autres membres du personnel designes; et S'acquitte des autres taches connexes qui lui sont confiees

REQUIRED QUALIFICATIONS

Education

Essential: un diplome universitaire depremier cycle en administration des affaires, en administration publique, engestion ou dans un domaine connexe. Desirable: un diplomepostuniversitaire en administration des affaires, en administration publique,en gestion ou dans un domaine connexe.

Experience

Essential: au moins une(1) annees d'experience, dontcertaines dans un contexte international, dans le domaine des services d'achatet des services logistiques pour un programme. Une experience de l'utilisationdes systemes de planification des ressources institutionnelles ou de progicielssimilaires. Desirable:

Des connaissances et competences solides en matiered'achats et de budget.Des competences concretes dans la mise en œuvre desoperations des services et processus d'achat.Des competences solides dans l'utilisation des systemesde planification des ressources institutionnelles ou de progiciels similaires.De solides competences informatiques dans les applications bureautiques, notamment Excel, Power Point et Word.

REMUNERATION

Remuneration comprises an annual base salary starting at GNF 272,234,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
