Background/IRC Summary: The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic well-being, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC works in over 40 countries and 26 U.S. cities, helping people survive, reclaim control of their future, and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi, and Mae Hong Son provinces. Job Overview/Summary: The Procurement Manager works to provide supply chain service and ensure IRC and donor compliance in the procurement of goods in corporate with warehouse, inventory, fleet, and assets services for IRC in Thailand. The success of this role requires close collaboration with field staff, country leadership, program teams, and GSC Quality Assurance. Major Responsibilities: Major Responsibilities: Ensure appropriate running of supply chain activities in accordance with the IRC Standard Operating Procedure and the donor’s guidelines. Provide technical support to develop procurement service capacity in Thailand. -Ensure appropriate coordination with program staff and other departments including Bangkok and field offices. -Ensure the Supply Chain Record Management and compliance. -Raise with Supply Chain Coordinator and collaborate with field staff for problem-solving activities. Procurement Planning -Coordinate with the supply chain team and program staff to ensure that the procurement plans for active grants are implemented and updated. -Work with requesters to develop comprehensive purchase specifications. -Participate in procurement plan meetings for active grants.

Procurement Management

-Ensure implementation of IRC Procurement Standard Operating Procedures in all fields. -Manages/conducts all aspects of the tender process, tender evaluation, and procurement committee functioning. -Prepare, review, and utilize Procurement contracts, including Master Agreements (MPA, MSA) for purchases, and ensure the -documentation process is in accordance with the IRC guidelines. -Demonstrate the best value for money in procurement. -Formulates strategies and designs innovative solutions to resolve issues/conflicts for complex procurement projects. -Maintain relationships with suppliers and program staff.

Compliance

-Ensure procurement due diligence, including ATC checks, supplier site visits, and supplier background checks, and implement any other fraud prevention methods. -Ensure the QA and Legal Reviewing process is in accordance with the Procurement Threshold. -Provide constructive support to other functions to ensure effective, compliance with policies & procedures -Identifying and reporting procurement red flags.

Inventory, warehousing, and asset management -Coordinate with warehouse staff and related parties including suppliers and partners when appropriate to ensure the availability of space at the destination place and transportation arrangement with documentation before ordering or dispatching.

-Ensure that all assets are controlled and managed properly in accordance with IRC assets management policies and procedures including the donor-specific policies. Transportation Operations

-Ensure effective transportation solutions to support smooth warehouse operation and program efficiency. -Support fleet administration and claim management

Support Team and Field Offices: -Act as a focal point for procurement activities of Supply Chain Teams in Thailand -Perform other related duties as required or assigned by supervisor. Key Working Relationships: Position Reports to: Supply Chain Coordinator Position directly supervises: N/A Indirect Reporting: N/A Other Internal and/or external contacts: Internal: Regular relationships with program staff, Operations, and Supply Chain staff at all levels (Country and regional) External: Supplier, logistics service provider, and implementing partners

Qualifications

Job Requirements: Education:

-Bachelor’s degree in logistics, business administration, or relevant professional certification in supply chain management and/or humanitarian logistics is strongly preferred. Work Experience:

=A minimum of five years of progressively responsible experience in procurement, contract management, administration, or related area is required. - A minimum of two years within the last five years of international field experience in a humanitarian or emergency response context is desirable. -Demonstrated Skills and Competencies: -Have a high degree of flexibility and ability to deal with constraints. -Good collaborator with effective interpersonal skills. -Effective communication skills -Good analytical and negotiation skills -Strong organizational and prioritization skills -Having a commitment to continuous learning and adaptability Functional Skills: -Computer literacy (MS Office and ERP) -Cross-functional competencies -Supply Chain Management / Logistics Management -Planning / Procurement Language Skills: Professional working proficiency in English and Thai Working Environment: The position will be based in the IRC Bangkok office, occasionally travelling to field sites.
