BACKGROUND AND PURPOSE OF THE ASSIGNMENT

Togo, officially the Togolese Republic is one of the smallest countries in Africa and home to 8.6 million people. Situated in the Gulf of Guinea, Togo serves as a critical corridor to enable the COVID-19 response to landlocked countries in the Central Sahel region.

Togo’s economy depends heavily on both commercial and subsistence agriculture, with both sectors providing employment for 60 percent of the labour force. Socio-political and economic turmoil coupled with devastating floods and now COVID-19 have seen a deterioration in its food and nutritional situation.

Nearly 1.3 million (22 percent of the population) require humanitarian assistance and over 280,000 people are at risk of falling into food insecurity. This includes an 18 percent rise in Moderate Acute Malnutrition and a 6.8 percent rise in Severe Acute Malnutrition. 15.2 percent of these children are at grave risk if nutrition treatments are not received.

JOB PORPOSE

This position aims to strengthen the compliance of WFP procurement activities in the Togo Country Office with applicable policies and procedures.

The Togo Country Office is recruiting a Junior Consultant in Procurement who will be responsible for collecting, analyzing and reporting information to maximize the effectiveness of procurement operations and activities. He/She will also be responsible for training and coordinating supply activities in accordance with WFP standards and procedures.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Support procurement programs and operational activities, following standard processes and contributing to successful procurement of food and non-food commodities or services.
  • Contribute to analysis of data to provide recommendations for process improvement.
  • Collate data and contribute to preparation of accurate and timely reports of procurement activities, to contribute to a WFP wide view that enables informed decision making and consistency of information presented to stakeholders, leading to performance optimization.
  • Support auditing of procurement activities by collating the necessary information for recommendations to be responded to appropriately to ensure conformity with compliance rules.
  • Support training of WFP staff and farmers to take a strategic and proactive approach to the procurement of food and non-food commodities and services, for example designing and reviewing training materials.
  • Guide and supervise a limited number of more junior staff, acting as a point of referral and supporting them with simple analysis and queries.
  • Follow standard emergency preparedness practices to ensure WFP can quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.
  • Process the market analyses for all different services or suppliers in Togo countries and created their Vendors on time to minimize the delay for RFQ process in INTEND-system.
  • Act in an assigned emergency response capacity as required to meet emergency food assistance needs and CBT modalities.

OTHER SPECIFIC JOB REQUIREMENTS : QUALIFICATIONS & EXPERIENCE REQUIRED

EDUCATION:

Advanced University degree in Economics, Commerce, Business Administration, Engineering, Legal or Accounting or other relevant field, or First University degree with an additional relevant work experience and/or training/courses.

EXPERIENCE:

  • 1 or 2 years of relevant professional experience in handling routine transactions/ purchase of commodities/goods/services.
  • Experience developing timelines and cost reports for suppliers (e.g., retailers, wholesalers, and traders).
  • Demonstrated experience coordinating procurement processes with other units/ teams (e.g., logistics, ICT, Administration)

FUNCTIONAL CAPABILITIES : DESIRED EXPERIENCE

  • Broad or specialised knowledge of procurement practices and processes.
  • Experience in designing and implementing procurement and partnership networks.
  • Experience evaluating and selecting service providers and/or suppliers.
  • Experience identifying operational risks.
  • Knowledge of, or the ability to quickly assimilate specific processes and systems.
  • Willingness to travel.
