This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

UNDP is committed to support the Government of the Islamic Republic of Afghanistan to ensure that the quality of life for Afghans is substantially improved, as measured by tangible improvements in global indicators of social and economic wellbeing (such as the SDGs, Human Development Index scores). UNDP’s role is to help fortify development outcomes among local communities, government partners, and the private sector, using the SDGs as both a destination and a guide. Through the SDGs, a transformative shift from a war economy to a peace economy is possible, helping the Afghan government to meet its global commitments, its internal targets (such as those set by the Afghanistan National Peace and Development Framework-ANPDF), and, most importantly, the expectations and ambitions of the Afghan people. While this bold vision demands investments from UNDP, among all development actors, UNDP Afghanistan Country Office as a valued partner to the Government of Afghanistan by providing insights on understanding and overcoming multi-dimensional poverty. UNDP’s perspective is that meaningful poverty alleviation requires a different development approach – one that monitors and attempts to affect the systemic interplay of socio-economic factors, regional differences, and shifts in the political economy. To deliver this value proposition, the CO needs to ‘raise the bar’ on its development policy expertise and engage national and local policy makers on disrupting the complex systems contributing to intractable poverty.

Under the overall guidance of the Head of Procurement and direct supervision of the Procurement Specialist, the Procurement Clerk supports the execution of procurement services in CO ensuring their effectiveness, transparency and integrity. The Procurement Clerk support the unit in promoting a client-focused, quality and results- oriented approach in the Unit. The Procurement Clerk will be responsible but not limited to provide support for maintaining efficient filling system in the Procurement Unit. He/She will be responsible to further coordinate with ICT and upload all the data on the UNDP Share Drive.

a. Ensures implementation of operational strategies focusing on achievement of the following results: • Full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies. • Maintain proper filling system (Hard & Soft) for all Procurement Unit and upload all the files on the share folder; • Provide administrative support in meetings missions; workshops, seminars, trainings and all other programme related events by securing the venue, arranging tickets, accommodations, entitlements, required security clearance requests and any other necessary support for the participants and team members. • Input data on the PROMPT as and when required by Supervisor; • Focal point to provide documentation to Auditors as and when required. • Prepare and maintain monthly attendance sheet for the staff.

b. Supports procurement processes for CO, NIM/DIM projects and at the request of other Agencies focusing on achievement of the following results:

• Responsible and focal point for the Review of Vendor list and ensure updating of vendor on regular basis. • Implementation of the internal control system which ensures that Purchase orders are duly prepared and dispatched. • Timely Review of all open Pos and further coordinate with the Procurement/Programme colleagues for any corrective actions required on POs with budget check errors and other problems. • Provision of information for preparation of cost-recovery bills in Atlas for the procurement services provided by UNDP to other Agencies. • Management of stationary and other office supplies for the procurement team.

c. Contributes to implementation of sourcing strategy focusing on achievement of the following result: • Support to organization of procurement processes including preparation of Micro Purchasing, RFQs, ITBs, receipt of quotations/bids • Focal point for preparation of Micro-Purchasing and ensure that all MPs are completed in accordance with the established rules. • Maintain proper record of all MPs.

d. Supports knowledge building and knowledge sharing in the CO focusing on achievement of the following results: • Participation in the trainings for the operations/ projects staff on Procurement. • Sound contributions to knowledge networks and communities of practice.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day). • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. • Provide annual and end of assignment self- reports on UN Volunteer actions, results, and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. • Assist with the UNV Buddy Programme for newly arrived UN Volunteers. • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Procurement and/or administrative experience is required at the national or in-ternational level. Experience in the usage of computers and office software packages (MS Word, Excel, Outlook etc) and experience in handling of web-based management systems.
