ORGANIZATIONAL CONTEXT

Myanmar is amidst an important political and socio-economic transformation. The country is prone to natural disasters and climate risks. An estimated 37.5 percent of its 53 million population live near or below the poverty line. Ethnic conflict exacerbates an already fragile situation. Over one million people have been displaced from their places of origin since June 2011. With restrictions on movement and lack of access to livelihoods, many conflict-affected populations rely on external assistance to survive. Attacks on border outposts in August 2017 and ensuing violence forced nearly 700,000 Muslims to flee Rakhine State to and seek refuge in Bangladesh, leading to a humanitarian crisis and activation of WFP’s corporate Level 3 response, since downgraded to Level 2. WFP implements operations in most of the country, procuring most of the food it distributes locally (rice, pulses, iodized). Myanmar has a poor logistical infrastructure and transport to remote locations where WFP implements its operations requires transport by boat, truck, and sometimes pirogues and porters. WFP operates a network of 9 warehouses throughout the country. WFP also works closely with the Government to strengthen its logistics capacity.

JOB PURPOSE

To provide coordination, administrative services and research to support the efficient and effective procurement services.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of Procurement Officer and overall supervision by the Head of SCM in Country Office (Yangon), the incumbent will perform the following duties: -

  • Provide operational coordination and administrative services, to support procurement projects and activities, following standard processes and contributing to the effective procurement of goods and services
  • Identify and recommend potential suppliers and compile data/documents to support the selection of suppliers, ensuring standard processes are followed.
  • Prepare an annual food procurement plan in coordination with pipeline and logistics and analyze of procurement plan vs. actual and generate the report share it to stakeholders.
  • Coordinate and prepare consolidated delivery plan and consult with logistics, pipeline and adjust as per the pipeline requirement and WFP’s receiving capacity.
  • Manage, monitor and communicate the performance of inspection suppliers to ensure quality control, specification conformity, volume assessment and reduce quality incidents by strengthening capacity of Food Quality/Inspection company.
  • Resolve issues related to delivered goods, using initiative, liaising with all parties and following standard processes, to ensure timely and accurate resolution of problems.
  • Research, collect and analyse data in order to produce reports, such as quarterly market brief, market impact analysis to enable informed decision-making by Procurement Officers, and consistency of information presented to stakeholders.
  • Contribute to negotiations with new suppliers on terms and conditions of orders, alongside a senior officer, in order to obtain the best terms and lowest costs for WFP.
  • Prepare Purchase Orders, contracts and any supporting documentation for approval by the appropriate stakeholder, and approve purchases within delegated authority, to enable the swift purchase of goods and services.
  • Resolve issues related to delivered goods, using initiative, liaising with all parties and following standard processes, to ensure timely and accurate resolution of problems.
  • Manage updates and further develop databases and records, to ensure information is accurate, organised, and available for others to access, and supports reporting requirements.
  • Maintain relationships with internal counterparts, to support the alignment of procurement activities with wider programmes and ensure a coherent approach to meeting food assistance needs.
  • Review Small Holder Farmers (SHF) supported through indirect conditional contracts with suppliers and arrange monitoring field visit. Find ways to develop the project in close coordination with suppliers and SHF.
  • Investigate ways forward to implement sustainable food system and actively involved in implementation process.
  • Supervise the work of support staff, providing practical advice and guidance, to ensure individual and team objectives are delivered to agreed standards and deadlines.
  • Follow standard emergency preparedness practices to support WFP to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.
  • Perform other related duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. Post-secondary professional training or certification in Procurement. Preferably, Bachelor of Economics or Business Administration or Advanced Diploma in Supply Chain / E-commerce or relevant field of study.

Language: Fluency in both oral and written communication in English language and Myanmar language.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

  • Have continuous 6 years experiences in the field of large procurement activity (preferably food procurement or related to medical or nutrition supplies)
  • Have coordinating experience with suppliers (e.g. retailers, wholesalers and traders)
  • Have demonstrated experience coordinating procurement processes with other units/ teams (e.g., logistics, field and budget and programming)
  • Proved skillset of working with Corporate system.
  • Have experience supervising teams

FUNCTIONAL CAPABILITIES

Ethics and Compliance Maintains accurate records of activities in line with compliance standards to increase ease of response to basic audit queries.
