Contract

Under the guidance and supervision of the Operations Manager and direct supervision of the Procurement Analyst, the Procurement Associate provides procurement services ensuring high quality and accuracy of work. The Procurement Associate promotes a client, quality and results-oriented approach in the Unit. The Procurement Associate works in close collaboration with the operations, programme and projects staff in the Country Office (CO) and UNDP HQs staff to exchange information and ensure consistent service delivery

Under the direct supervision of the Procurement Analyst or his/her designated mandated representative(s), the UN Volunteer will undertake the following tasks: •Assist in the implementation of operational strategies, focusing on: • Supporting compliance of procurement activities with UN/UNDP rules, regulations, policies, and strategies. • Providing inputs to procurement process mapping and assisting in drafting internal Standard Operating Procedures (SOPs), under the guidance of supervisors.

Support procurement processes for the Country Office, projects, and other agencies, including: • Assisting in the preparation of procurement plans. • Supporting the organization of procurement processes (e.g., assisting with preparation of RFQs, ITBs or RFPs, collecting quotations or proposals, and helping with initial evaluations). • Assisting in the preparation of purchase orders and contracts, vendor creation in Atlas, maintaining the procurement filing system, and updating the Buyers Profile. • Supporting the internal control system by ensuring purchase orders are properly prepared and dispatched, and assisting with follow-up on any errors or issues. • Assisting in the preparation of cost-recovery information for procurement services provided to other agencies.

Contribute to implementation of sourcing strategy, by: • Assisting in updating supplier rosters. • Supporting reviews of supplier performance and recording results in line with UNDP policies and tools. • Assisting with the annual training of suppliers on UNDP processes and procedures.

Support control of CO assets, by: • Assisting in reviewing compliance of purchase orders with asset records in Quantum.

Provide support to logistical services, by: • Assisting in arranging conference facilities. • Supporting the preparation and processing of travel-related documentation (DSA, travel agencies, hotel and conference facility surveys).

Support knowledge building and sharing, by: • Participating in trainings for operations and project staff on procurement. • Assisting in contributing to knowledge networks and communities of practice. • Supporting basic research on best practices and proposing simple improvements in work processes.

Skills in: -Excellent oral and written skills; excellent drafting, formulation, reporting skills. -Accuracy and professionalism in document production and editing. -Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels. -Familiarity with tools and approaches of communications for development. -Have affinity with or interest in UNDP, volunteerism as a mechanism for durable development, and the UN System. -Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment.

As this is an international UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing (within security cleared areas) and other living essentials. Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event the duty station is not within commuting distance from the place of recruitment. The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service. Furthermore, in non-family duty stations that belong to hardship categories D or E, as classi-fied by the ICSC, a Well-Being Differential (WBD) will be provided monthly.
