WFP has been present in Sri Lanka since 1968 providing assistance to the country in emergency situations and conducting protracted recovery interventions in the aftermath of man-made disasters such as the 27-year conflict and recurrent natural disasters (droughts and floods/landslides). The country’s on-going economic crisis -- the worst in decades – has triggered a spike in the cost of living, along with lost jobs and reduced incomes. Coupled with the lingering effects of COVID-19 and impacts of climate change, the country is experiencing a concerningly high level of food insecurity. These challenges threaten to reverse years of development gains, undermining the country’s ability to achieve the Sustainable Development Goals (SDG). Even before the ongoing crisis and the COVID-19 pandemic, Sri Lankan women and children had very high rates of malnutrition: 17 percent of children under 5 were too short for their age (stunted) and 15 percent were too thin for their height (wasted), a figure which is considered 'very high’ in WHO classifications. The current economic crisis will likely aggravate this further. WFP commenced its second-generation five-year Country Strategic Plan (CSP) for the period 2023 – 2027 (CSP 2018-2022) which aims to address immediate food and nutrition needs while building medium to long-term solutions through four strategic outcomes.

JOB PURPOSE

To perform and apply appropriate processes, procedures and policies that support the efficient and effective procurement services.

KEY ACCOUNTABLITIES (not all-inclusive)

  1. Perform administrative procurement activities in a timely and efficient manner, to support Professional staff in the acquisition of goods and services for efficient field operations.
  2. Compile data, prepare and distribute documents, to support successful procurement programs and operational activities, (e.g. issue tenders, evaluate offers and negotiate/award contracts), ensuring standard processes are followed.
  3. Review, record and prioritise purchasing requests, ensuring all supporting documentation is received, and funding is available, in order to enable the procurement of goods and services.
  4. Coordinate and monitor the delivery of procurement requisitions, verifying receipt and inspection of deliverables, and performing follow up actions to ensure supplies reach HQ / RBB and field operations.
  5. Research, collate and present information in standard formats, to enable informed decision-making and consistency of information presented to the stakeholders.
  6. Update, manage and maintain relevant databases and records, to ensure the information is accurate, organised, and available for others to access, and supports reporting requirements.
  7. Liaise with internal counterparts to support the alignment of procurement activities with wider programmes and ensure a coherent approach to meeting requirements.
  8. Provide technical support and/or allocate work to other support staff, in order to assist them in completing standard tasks to agreed standards and deadlines.
  9. Follow standard emergency preparedness practices to support WFP to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education, along with a post-secondary certificate in Business Management, Social Sciences, Development Economics, or a University Degree, is desirable.

Knowledge and Skills: Tendering and Contracting, Vendor Management, Commodity and Product/Service Intelligence, Systems & Reporting and Ethics and Compliance.

Language: Fluency in both oral and written communication in English and in the national languages.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has a 5 years worked experience on public procurement activities.
  • Experience conducting analyses and developing reports.
  • Experience working with suppliers or other third party on day to day
