Job Description

Working under the supervision of the field procurement manager based at North, the Procurement Assistant is a key position within Supply Chain and carries responsibility for the integrity of the IRC's procurement system. Supply Chain must be able to rapidly procure Program supplies, services and equipment, whilst ensuring best practices and maintaining audit-compliant records.

Major Responsibilities:

Specific responsibilities include:

- Provide procurement services for IRC Lebanon as required. - Implement and / or maintain standard IRC Lebanon procurement policies and procedures and ensure that procurement is carried out in accordance to IRC Lebanon and donor‐specific polices. - Navigate through the Integra system, from Item requirement till product receipt process (including PR and PO preparation). - Source new suppliers through site visits and online search. - Update Vendors’ database & folders. - Update procurement trackers as requested such as: Materials Pricelist, payment lead-time tracker, Sole procurement tracker, etc. - Update the MSA/MPA and contracts tracking sheet. - Assist on photocopying & scanning procurement documents. - Assist on archiving tender and market assessment documents. - Follow-up internally between SC department and Finance department on procurement related transactions. - On behalf of the procurement unit, liaise with the suppliers upon the actual delivery of the items, and coordinate handover to respective programs. - Following the guidance of the procurement staff, to ensure that all fields’ goods, to be dispatched along with all the needed documentation (Waybills…) between offices & centers. - Sending request for feedback regarding suppliers’ performance & update supplier scorecards accordingly. - Participate in MSA/MPA procedure as per staff need, by supporting in the site visits procedure & documentation preparation. - Anticipate Market study process for Agreement extension. - Ensure routine communication, coordination and planning with the relevant requesting staff / programs regarding the order and delivery of supplies. - Ensure that all Supplies, services and equipment’s required are delivered on time. - Establish and maintain of ethical, professional working relationships with suppliers. - Any other duties or tasked delegated by the North Procurement Manager or Senior Procurement Manager.

Key Working Relationships:

- Position Reports to: North Procurement Manager Position directly supervises: N/A - Indirect Reporting: Senior Procurement Manager Other Internal and/or external contacts: - Internal: All staff - External: This position will require close collaboration with IRC Staff, vendors & other networks, etc.

Qualifications

- Positive and professional attitude, able to organize, maintain composure and prioritize work under pressure, work overtime when necessary and be able to coordinate multiple tasks and maintain attention to detail. - Ability to work as a member of a team essential. - Must be computer literate, including Microsoft Word and Excel. - Fluency in Arabic required. - Knowledge of generic procurement procedures and practices (IRC or NGO experience advantageous). - Two years’ work experience in procurement. - Problem solving. - Competent in spoken and written English. - Good mathematical skills. - Must be Punctual and have a good time management skill. - Analytical thinking.

Working Environment: Staff will be based in North office with travel to Beirut office and field locations as requested and upon business needs.
