STANDARD MINIMUM QUALIFICATIONS

Education:

  • A Bachelor Degree or equivalent in Procurement, Economics, Commerce, Business Administration, Engineering, Legal or Accounting or other relevant field.

Experience:

  • Five or more years of progressively responsible support work experience in Procurement process management, handling routine transactions/ purchase of commodities/goods/services or other related field.

Skills:

  • Ability to engage effectively at field level with a wide range of actors including partners such as suppliers and service providers
  • Appropriately handle products/services based on an understanding of sources, technologies, properties, and public procurement principles/practices.
  • Strong communications skills (both written and verbal) at a level appropriate for representation.
  • Capacity to Leverage basic understanding of business needs to define vendor requirements and selection criteria.
  • Ability to work under tight deadlines and simultaneously manage multiple tasks in an autonomous manner.
  • Maturity, initiative, courtesy, tact, and ability to establish and maintain effective working relationships with people of different national and cultural backgrounds.
  • Good computer knowledge and skills.

Specific Requirement:

  • Has demonstrated a sound understanding of WFP processes to support the contracting/tendering implementation at WFP by collecting necessary information.
  • Das demonstrated ability to train staff on procurement procedures, provided ad hoc guidance to staff and Maintains accurate records of activities in line with compliance standards to increase ease of response to basic audit queries.

Languages:

  • Fluency in both oral and written French and intermediate knowledge (level B) in English.

ORGANIZATIONAL CONTEXT

Togo, officially the Togolese Republic (Republique Togolaise) is one of the smallest countries in Africa and home to 8.6 million people. Situated in the Gulf of Guinea, Togo serves as a critical corridor to enable the COVID-19 response to landlocked countries in the Central Sahel region.

Togo’s economy depends heavily on both commercial and subsistence agriculture, with both sectors providing employment for 60 percent of the labour force. Socio-political and economic turmoil coupled with devastating floods and now COVID-19 have seen a deterioration in its food and nutritional situation.

Nearly 1.3 million (22 percent of the population) require humanitarian assistance and over 280,000 people are at risk of falling into food insecurity. This includes an 18 percent rise in Moderate Acute Malnutrition and a 6.8 percent rise in Severe Acute Malnutrition. 15.2 percent of these children are at grave risk if nutrition treatments are not received.

JOB PURPOSE

This job is found in Togo Country Office (Lome). Job holders report to the Procurement Officer, or the designate.

To perform and apply appropriate processes, procedures and policies that support the efficient and effective procurement services.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Perform administrative procurement activities in a timely and efficient manner, to support Professional staff in the acquisition of goods and services for efficient field operations.
  2. Compile data, prepare and distribute documents, to support successful procurement programs and operational activities, (e.g. issue tenders, evaluate offers and negotiate/award contracts), ensuring standard processes are followed.
  3. Review, record and prioritise purchasing requests, ensuring all supporting documentation is received, and funding is available, in order to enable the procurement of goods and services.
  4. Coordinate and monitor the delivery of procurement requisitions, verifying receipt and inspection of deliverables, and performing follow up actions to ensure supplies reach HQ and field operations.
  5. Research, collate and present information in standard formats, to enable informed decision-making and consistency of information presented to the stakeholders.
  6. Update, manage and maintain relevant databases and records, to ensure the information is accurate, organised, and available for others to access, and supports reporting requirements.
  7. Liaise with internal counterparts to support the alignment of procurement activities with wider programmes and ensure a coherent approach to meeting food assistance needs.
  8. Provide technical support and/or allocate work to other support staff, in order to assist them in completing standard tasks to agreed standards and deadlines.
  9. Follow standard emergency preparedness practices to support WFP to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.
  10. Participate the CBT process for procurement and conducted the final evaluation.
