The Republic of Djibouti has an estimated population of 989,115 inhabitants in 2020 for an area of 23,200 km2. Djibouti is a pole of stability in the heart of the Horn of Africa where regional political, security and socio-economic instability, large flows of populations on the move, climatic hazards, and the increase in international crime, are sources of significant concern.

Based on the UN Development Assistance Framework extended from 2018 to 2024 in line with Djibouti Vision 2035 and the National Development Plan 2022-2024, the main objective of UNDP Djibouti country program is to accelerate the achievement of sustainable development goals. It tackles the interrelated challenges of development, climate risks and challenges through climate change adaptation and climate change mitigation, innovative and inclusive financing, building humanitarian-development-peace nexus, assistance and resilience and seeks to reduce poverty, gender inequalities, geographic inequalities and exclusion.

It promotes environmental sustainability and resilience through integrated strategies. It supports the most vulnerable and strengthens national institutional capacities for inclusive growth, poverty reduction, prevention of violent extremism, climate action, and strengthening social cohesion.

The 2018-2024 country program is built around three interrelated program pillars that together can drive more catalytic, transformative and systemic changes and help Djibouti achieve its sustainable development goals and the National Development Plan: • Strengthening livelihoods and access to basic health services • Environmental sustainability and resilience to climate change • Enabling an inclusive governance framework for sustainable development

Under the direct supervision of UNDP Resident Representative in Djibouti and the Operations manager, the UN Volunteer will undertake the following tasks:

  1. Ensures elaboration and implementation of operational strategies focusing on achievement of the following results: • Full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies; elaboration of the effective internal control, proper design and functioning of a client-oriented procurement management system. • Elaboration and implementation of cost saving and reduction strategies. • Conceptualization, elaboration and implementation of contract strategy in the stabilization project including tendering processes and evaluation, contractor appraisal, evaluation and negotiation of offers, management of the contract and contractor, legal considerations and payment conditions, risk assessment and developing mitigation strategies. • Conceptualization, elaboration and implementation of strategic procurement for the office and projects including sourcing strategy, supplier selection and evaluation, quality management, customer relationship management, e-procurement introduction and promotion, performance measurement.

  2. Ensures efficient management of procurement processes focusing on achievement of the following results: • Ensure quality in the preparation of all procurement documentation including organization of RFQ, ITB, RFP and IC Notices, receipt and evaluation of quotations, bids and proposals, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulation. • Establishment and implementation of proper monitoring system and control of procurement processes; • Preparation and submissions of procurement cases to the UNDP review Committees (CAP/RACP/ACP). • Management of procurement contracts and perform functions of a Buyer in Atlas. • Elaboration and implementation of the internal control system which ensures that Purchase Orders (PO) are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems. • Management of the implementation of the procurement processes monitoring system and mechanisms to eliminate deficiencies in procurement. • Ensures timely delivery of procurement processes for the assigned Projects, which constitute the bulk of the procurement requests.

  3. Ensures elaboration, introduction and implementation of sourcing strategy and e-procurement tools focusing on achievement of the following results: • Development and management of the rosters of suppliers, elaboration of supplier selection and evaluation, quality and performance measurement mechanisms. • Management of the e-procurement system in the CO. • Synthesis of lessons learned and best practices in Procurement. • Sound contributions to knowledge networks and communities of practice.

Furthermore, UN Volunteers are required to: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

The UN security Level is at the level 3 for Djibouti-Ville. The average temperature varies from 23º to 29º in January and from 31º to 41º in July. Annual rainfall ranges from 127 mm in the capital to 380 mm in the mountains. There are local banking facilities only in Djibouti-Town and it is recommended to open a bank account. Credit cards are not widely accepted in Djibouti. There are few automatic teller machines (ATMs) in Djibouti city. French, Afar, Somali, and Arab are spoken by the local population and by the authorities. Availability of flight is as follows: Two weekly flight AIR France from Djibouti to Paris, Two daily flights with ETHIOPIAN Airlines from Djibouti to Addis Abeba, twice a week flight with Turkish Airlines from Djibouti to Istanbul, twice a week flight with Qatar Airways from Djibouti to Doha, daily flight Kenya Airways from Djibouti to Nairobi. At the arrival, it is recommended to book a room in an authorized hotel. There is also the possibility to rent a private accommodation soon after few days passed at the hotel. For taxi, you are recommended to use only those painted in white and green or those provided by your hotel. Please make sure they know your intended destination and negotiate the fare before starting the journey.
