This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

The partnership between UNDP and Saudi Arabia is covering vital sectors and areas which contributes to address the needs of Saudi society, including enhancement of the local capacity of different government institutions and support to policy making and reporting. A wide set of under the scope of technical assistance is provided in order to assist the KSA departments in their reform processes.

This UNV assignment is part of UNDP’s Saudi Arabia efforts to promote volunteerism and ultimately increase the capacity to respond to the various technical assistance demands from the counterparts.

  1. Ensures implementation of the operational strategies focusing on the achievement of the following results:

..Full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control;

. CO Procurement business processes mapping and elaboration of the content of internal Standard Operating Procedures (SOPs) in Procurement and Logistics in consultation with the direct supervisor and office management.

  1. Organizes procurement processes for CO, NIM/DIM projects and at the request of other Agencies focusing on achievement of the following results:

. Preparation of procurement plans for the office and projects and their implementation monitoring; . Organization of procurement processes including preparation and conduct of RFQs, ITBs or RFPs, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulations; . Preparation of Purchase orders and contracts in and outside Atlas, preparation of Recurring . Purchase orders for contracting of services, vendors’ creation in Atlas; . Preparation of submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory . Committee on Procurement (ACP); . Implementation of the internal control system which ensures that Purchase orders are duly . prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems; . Presentation of reports on procurement in the CO; . Preparation of cost-recovery bills in Atlas for the procurement services provided by UNDP to other agencies; . Implementation of joint procurement processes for the UN Agencies in line with the UN reform; . Preparation and presentation of reports on procurement; . Follow-up with suppliers the timely delivery of items. Prepares and verifies all pre-vouchers ensuring timely and accurate payment. Controls and certifies invoices corresponding to field purchase orders.

  1. Ensures implementation of sourcing strategy focusing on achievement of the following result: . Development and update of the rosters of suppliers, implementation of supplier selection and evaluation;

. Training for suppliers on the use of E-Tendering as required.

  1. Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:

. Organization of training for the operations/ projects staff on Procurement; . Synthesis of lessons learned and best practices in Procurement;

Computers and office software packages (MS Word, Excel, etc) and advanced knowledge of web-based management systems; Excellent oral and written skills; excellent drafting, formulation, and reporting skills;

Accuracy and professionalism in document production and editing;

Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;

Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;

Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;

Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; Sound security awareness;

Have affinity with or interest in public procurement, volunteerism as a mechanism for durable development, and the UN System.

experience in procurement and contracting is desirable

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.
