This is a UNV National Youth contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Youth contracts.

UNICEF works to promote and protect the rights and well-being of children and women in Afghanistan. Since 1949, UNICEF has been bringing basic services, including education, health, nutrition, protection, water, sanitation, and hygiene to those who are most in need, addressing inequities in each of these areas. UNICEF also provides humanitarian assistance during emergencies.

To carry out the above-mentioned functions, UNICEF Supply & Logistics section under contracting unit provide support to program and operations with procurement of services commodity and delivered the right services as needed. The procurement staff function mainly to manage day to day procurement and contracting activities by adhering UNICEF Supply Procedures and Guidance. The Procurement Assistant will work under supervision of Contracts Manager with day-to-day supervision of Contracts Officer.

Within the delegated authority and under the supervision of Contracts Manager or his/her designated mandated representative(s), the UNV Procurement Assistant will:

• Collect supporting documents for issuance of bidding, escalate the bidding approval and launch the tender in UNGM and other advertisement platform in a good manner. • Arrange pre-bid meeting and taking the minutes for supervisor review and further disseminate to potential bidder through UNGM and other advertisement platform. • Engage with program and operations on technical review committee followed by sharing proposal for review, follow up the completion and signing. • Arrange technical presentation evaluation and taking minutes for supervisor review. • Assist contract officer in preparing CRC submission by completing the supporting documents, tender documents, pre-bid meeting minutes, technical evaluation, technical presentation minutes, financial evaluation, reference check, Supply Division Ethical & financial capacity review in a good manner. • Prepare award recommendation document (ARD) for supervisor review and approval • Check the necessarily supporting document for contract issuance against LTA and non-LTA procurement. • Draft contract in system, check the accuracy of information to be included in the contract including the necessary supporting documents. • Manage contracting unit document in filing platform ECM. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day). • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. • Assist with the UNV Buddy Programme for newly arrived UN Volunteers. • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

• Business Administration and Management or other relevant area is required. • Professional work experience at the national and/or international level in supply, procurement, contracting, administration and/or other directly-related fields or other relevant programmes is required, experience working in the UN or other international development organization; • Excellent oral and written skills; excellent drafting, formulation, reporting skills; • Accuracy and professionalism in document production and editing; • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
