Under the guidance and supervision of the Team Lead, GPSD Health Team, the Procurement Assistant provides procurement, contract management, quality assurance support, and other relevant support work to the Business Units

Ensure support of supply sourcing, management of procurement process, and shipping logistics, focusing on achievement of the following results: • Full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control framework • Effectively communicate with the UNDP OP GPSD health assigned country focal points and assist with preparing all technical files for QA review. • Liaise with LTA holders and suppliers to ensure completeness of technical files for QA re-view • Lease with UNDP QA on additional documents needed to complete the QA review • Assist country focal points in verification of already approved technical files and track dossi-er / technical file expiry. • Obtain needed documentation on expired technical files, complete the initial verification and share the file with the QA team for their review and verification. • Assist the QA team with verification of expiry dates of standard technical files. • Ensure all technical files shared with the QA team is according to agreed filing structure. • Support in training suppliers and LTA holders in technical file submission and requirements.
• Ensure timely information are on technical file approvals / rejections are shared with both OP GPSD CO Focal point and suppliers. • Ensure completeness of internal QA tracking sheets and dashboards • Assist with development of additional QA support tools • Maintain the internal UNDP OP GPSD Health toolbox ensuring updates and assisting staff with the use • Assist with the development of tracking tools for internal use • Assist to develop and consolidate terms of reference for procurement of services and specifications for procurement of goods • Support on supply sourcing including reaching out to potential suppliers globally and search-ing from different sources • Gather and compile QA dossiers for UNDP QA unit review • Liaise with the QA unit whilst updating both internal and external stakeholders on QA feedbacks and results • Assist in managing and maintaining the QA item database with clear communication with OP GPSD teams across CPH, Malaysia, New York. • Regularly update the Quality Assurance Submission Pending List, Quality Assurance Support Team SOP, and other document files when procedures are being adjusted • Support in drafting and finalizing SOPs and NTFs • Capture, report, and respond to procurement requests through smartsheet and dashboard • Consolidate procurement management support data and statistics, maintain clear record with consistent tracking, assist in preparing overview procurement support reporting to other UNDP Country Offices and other UN agencies • Performs delegated tasks and back stopping support as and when requested by the team

Internal database, catalogue, and tools are timely updated and maintained Under the guidance of Procurement Specialist, the provision of effective and efficient support services to Procurement and QA Teams is ensured QAS dashboards are live with updated information

the national or international level in health procurement more particularly in developing countries. Certification on procurement (more particularly, procurement of pharmaceuticals) or CIPS an asset. 1 years of experience with local or international NGOs. Experience of UN or UNDP and GF procurement policies and procedures is an asset.

Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems, preferably ERP.
