The position:

Under the guidance of the SWEDD Project Coordinator, She/he responds creatively to complex challenges in terms of a fluctuating resource base, multiple funding arrangements, and donor contacts and complex programme execution modalities. She/he responds to the procurement and contracting needs of the SWEDD Regional Service Secretariat (RTS) activities, including advisory services on procurement needs for all SWEDD Country Offices and the support to the Regional Office and COs procurement activities.

In direct support of the SWEDD Project activities, concert with the Procurement Policy formulation and strategic thinking and UNFPA WCARO Operations, ensure proper effective use of UNFPA's and external partners' resources:

• Manage and co-ordinate SWEDD procurement and logistics services for activities indicated in the Project Document and the annual work plans; • Build capacity and/or advise SWEDD Country Offices and other partners on all aspects of procurement and logistics management implementation and organization; • Represent UNFPA Regional Office in UN procurement and logistics working groups, RH Coalition partners and private sector; • Train and coach procurement staff in participating countries; • Data collection and consolidation (dashboards/checklists);

Support and ensure oversight of local procurement and SCM/logistics, Guide and facilitate the delivery of UNFPA’s programmes.

Work Relations

External partners include staff of sister UN agencies both at the regional and country levels and working contacts with implementing partners at the regional/sub-regional level to exchange information and maintain partnerships.

Internal partners include primarily UNFPA SWEDD Country Offices staff, including UNFPA Representative and Programme Staffs; Facilitates communication and information exchange between SWEDD country offices and technical staff in the Regional Office and in Copenhagen and in HQ ensuring the timeliness, adequacy, relevance and quality of procurement support to countries under the area of geographical responsibility.

Qualifications and Experience:

  • At least 3 years progressively responsible experience in procurement operations in a multicultural environment.
