Org. Setting and Reporting

This position is located in the United Nations Verification Mission in Colombia (UNVMC) headquarters in Bogotá. The Principal Liaison Officer will report directly to the Deputy Special Representative of the Secretary-General (DSRSG) and, as additional supervisor, the Head of the Political Affairs Office in UNVMC. The Principal Liaison Officer will coordinate the implementation of the mandate to verify the implementation of the national, bilateral, temporary ceasefire between to Government of Colombia and the National Liberation Army (ELN).

Responsibilities

  1. Management of the UNVMC component of the Monitoring and Verification Mechanism (MVM) • Implements the operational activities related to the work of the MVM including fostering dialogue, understanding and cooperation between parties, establishing and strengthening the legitimate authority of national authorities, including building the capacity of civil society and organizations and formulating programmes related to the assigned mandate. Incorporates an integrated approach that includes a rights-based dimension, conflict prevention sensitivity and a gender perspective throughout the office’s activities. • Plans, coordinates and manages programmes, projects and activities of the UNVMC component of the MVM and coordinates with other components of the Mission and external to the Mission as required. • Ensures that the works of all components at the regional level are in accordance with the overall political strategy of the Mission. • Monitors and analyzes information and data, managing, coordinating and supervising the preparation of analytical materials and assessments related to the security and humanitarian situation. • Supervises, mentors, and evaluates staff within the UNVMC component of the MVM, participating in the selection of new staff for the regional office, coordinating the activities and personnel of all the UNVMC component of the MVM at the national, regional and local level. • Formulates the programme of work of the UNVMC component of the MVM. • Oversees the development of projects and their implementation.

  2. Advice and reporting • Identifies emerging issues pertaining to the mandate, analyzes implications and makes recommendations on possible strategies and measures; proposes plans of action for immediate and long-range solutions to problems. • Provides input for the Secretary-General’s reports to the Security Council on the activities of the MVM as well as briefings to the Security Council and other such documents. • Prepares various written materials, such as reports, statements, notes on meetings, speeches and briefing notes.

  3. Liaison • Provides good offices on behalf of the Special Representative of the Secretary-General (SRSG) within the MVM, as appropriate.

  4. Performs related duties as required.

Advanced university degree (Master’s degree or equivalent) in political science, international relations, social science, law or a related field is required. A first level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of 15 years of progressively responsible experience in political affairs, diplomacy, international relations, conflict resolution, mediation or related area is required.

A minimum of 5 years’ experience managing teams is required.

Extensive experience in political outreach, facilitation, analysis, advice and reporting is required.

Experience on Latin American issues is required.

Experience working in United Nations Common System field operation in conflict or post-conflict setting is desirable.

Experience working in multilateral diplomacy and peace processes is desirable.

Specific knowledge of the Colombia peace process is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English and Spanish is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
