Duties and Responsibilities Background:

The Kenya Network on Protection against Sexual Exploitation and Abuse Standard Operating Procedures (SOPs) for Recording and Processing Complaints has been recently drafted by a core PSEA team. The SOPs have been developed to guide and define steps and measures to be taken when there is a suspected or alleged sexual exploitation and abuse (SEA) committed by humanitarian aid workers in Kenya. Sexual harassment of staff members is not included in the scope of the SOPs. They are the framework and procedures that govern an inter-agency CBCM. They include the agreed upon referral pathways for complaints between organizations and for sending survivors to assistance services, as well as the roles of in-country stakeholders and the standards and principles that underlie complaint intake channels, complaint handling, and information management of SEA allegations in country.

Moreover, the purpose of the SOPs is to facilitate a consistent approach across all potential SEA complaints received, from every possible channel, implementing Secretary-General’s Bulletin ST/SGB/2003/13, dated 9 October 2003, on “Special measures for protection from sexual exploitation and sexual abuse”, as well as the Secretary-General’s Report A/71/818 dated 28 February 2017 on “Special measures for protection from sexual exploitation and abuse: a new approach”, which emphasizes the importance of: (1) prioritizing the rights and dignity of victims; (2) ending impunity through strengthened reporting and investigations; (3) engaging civil society and external partners; and (4) improving strategic communication for education and transparency.

The development of the draft SOPs has been led by a small number of PSEA focal points. A SOP Introduction Workshop was held recently with the PSEA Kenya Network and feedback on the draft was sought from members. The next step is to collaborate and consult with as many relevant stakeholders as possible such as I/NGOS and government, including national legal experts where possible to ensure that the SOPs align with Kenya’s national legal frameworks in the development and finalization of the SOPs. Consultation and active engagement with key stakeholders is key to the success of the implementation of the SOPs .

Description of Functions:

Under the overall supervision of the Coordination Specialist, Sari Seppanen, and under day-to-day guidance by UNOCHA PSEA Coordinator, Victoria McDonough, the consultant will be responsible for the following duties:

1. review the draft Kenya Network on Protection against Sexual Exploitation and Abuse Standard Operating Procedures for Recording and Processing Complaints to determine any gaps, key issues, and where further work is required especially around appendix’ 2. undertake inter agency consultations to gather information for the SOPs, encompassing all relevant UN Agencies, Funds and Programs, as well as their key implementing partners/INGOs/NGOs, government agencies 3. facilitate a 1-day workshop with the key stakeholders (including preparations) 4. incorporate feedback/agreements from the consultations into the SOP in partnership with the core PSEA team; and 5. develop a 1-2 page communication strategy to socialize the SOPs.

The Consultant position is located in the United Nations Resident Coordination Office (RCO) in Kenya and under the general supervision of the RCO Coordination Specialist and OCHA ROSEA PSEA Coordinator.

Academic Qualifications: Advanced university degree (Master’s degree or equivalent degree) in social sciences, project planning and management, humanitarian action, international development, law or other relevant field. or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: 5 years of relevant experience in developing PSEA Inter agency Reporting SOPs and facilitating workshops is required. Working in Kenya is desirable. Technical knowledge of PSEA/Safeguarding is required. Language: For this consultancy, fluency in oral and written English is required.
