Result of Service

The main objective of consultancy is contributing to the efficient implementation of the projects “Preventing and addressing the degradation of freshwater and marine ecosystems from source to sea” and “Sustainable protection and restoration of rivers, wetlands, and lakes through integrated, sustainable watershed management planning in Brazil and India” by executing the specified tasks related to Safeguards and Gender.

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The overall objective of UNEP's Ecosystems Division is to support countries in conserving, restoring and sustainably managing their terrestrial, freshwater and marine ecosystems, the biodiversity they contain and the products and services they provide for human well-being and prosperity. The Division’s helps countries develop policies and programmes to respond to ecosystems challenges, and reduce pollution from land-based activities, increase resilience to climate change and reflect linkages between poverty and environment in their development planning. Two projects of the Marine and Freshwater Branch, namely “Preventing and addressing the degradation of freshwater and marine ecosystems from source to sea” and “Sustainable protection and restoration of rivers, wetlands, and lakes through integrated, sustainable watershed management planning in Brazil and India”” were recently approved. This consultant will work under direct supervision of the Programme Management Officer of the Freshwater Unit (FEU). Duties and Responsibilities 1. Gender Action Plan for the Source to Sea project, including its monitoring framework. 2. Develop a Stakeholder Engagement plan for both projects and its key actions, including their monitoring frameworks. 3. Accompany a mission for the Sustainable Watershed Management project. 4. Support project managers with taking a human rights-based approach (HRBA) in identifying and engaging local community members, indigenous people, and other marginalized and vulnerable people in terms of their needs, concerns, roles, and opportunities associated with the concerned projects through close consultation with the Gender and Safeguards Unit. 5. Advise project managers to design solutions which consider differences in ability, gender-based violence, gender-mainstream approaches, and effective engagement of local stakeholders by exploring best practices and methodologies. 6. Capacity development for the branch on gender and safeguards considerations to ensure gender and safeguards approaches are reflected in all project activities.

Qualifications/special skills

• A Bachelor’s degree in political science, gender studies, sociology, environmental management, or a closely related field is required. The years of experience will be reduced by two for candidates who possess a master’s degree in the same field • Academic qualification on environment, natural resources management or related area is desirable. - Minimum of 4 years of relevant professional experience in the technical area of gender mainstreaming, stakeholder engagement, community development, and social and environmental safeguards risk assessment and mitigation, is required. - Within the required 4 years of experience, at least 3 years relevant experience in carrying out participatory gender analysis; experience collecting and formulating gender responsive indicators and sex-disaggregated data and preparing gender responsive project analysis; developing gender action plans is required. - Excellent analytical, writing, advocacy, presentation, and communications skills are required. - Knowledge on freshwater and marine ecosystems issues related to gender is highly desired. - Prior experience in the safeguards assessments and processes of international organizations is desired. - Demonstrated experience in carrying out consultations with Indigenous Peoples, FPIC, protection of cultural heritage, and/or community engagement is highly desired. - Demonstrated understanding of the links between sustainable development, social and gender issues is highly desired.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, outstanding capacity in written and oral English is required. Working knowledge of other UN official languages is desirable.
