Org. Setting and Reporting The incumbent of this post is responsible to the Child and Family Protection Program Officer.

Responsibilities Specific duties and expected results include: - Strengthen PSEA within the organisation: - Support the implementation of the PSEA Strategy in the West Bank, in coordination and consultation with the Field Child and Family Protection Officer (FCFPO), the Office of the Director of UNRWA Affairs in the West Bank, and other relevant departments at UNRWA WBFO and Headquarters (HQ). - Support in coordinating with WBFO departments to establish a realistic WBFO PSEA action plan for the next three years based on the oPt PSEA Interagency Network’s priorities, including a training plan. - Support to draft PSEA technical guidance and structures specific to the WBFO, in alignment with UNRWA HQ, and international best practice. - Support the Integrated Protection Mainstreaming Working Group (IPMWG) and other senior managers in the WBFO on the implementation of the PSEA framework in the West Bank. - Develop training plan and deliver training to staff on PSEA, including appropriate conduct for UNRWA staff under all relevant guidelines and SOPs. - Engage stakeholders and strengthen complaint mechanisms: - Ensure that the implementation of the PSEA Strategy is informed by community participation, contextually and culturally appropriate, and based on the community’s needs. - Strengthen safe SEA-specific procedures for internal complaint and feedback mechanisms and referrals to survivor assistance, informed by good practice, community consultations and internal data / lessons learned. - Support PSEA focal points in designing, coordinating and implementing consultations on SEA complaints channels (through departmental focal points) with the affected population, including representation of vulnerable and marginalized groups. - Engage and coordinate with the PSEA Network and other relevant interagency forums in in the oPt to ensure PSEA mainstreaming during planning, policy development and programming; - Support FCFPO in representing the WBFO and drafting updates on relevant PSEA activities, reporting back to the PSEA Network on developments and updates that may impact the PSEA Work Plan implementation. - Support in establishing the framework to provide assistance/response: - Support to ensure that GBV referral pathways include external GBV service providers and work with social workers to ensure that all SEA cases are referred externally. - Support FCFPO on SEA-related work, including any high risk protection cases, regarding reporting, risk-assessment, referrals, interviews and translation. - Support technically the establishment of safe spaces for women and girls in UNRWA Health Centers and other programmes across the West Bank. - Monitoring, Reporting and Knowledge Management - Collect and analyze inputs of PSEA Focal Points and other relevant colleagues, identify recurring issues and trends, and prepare recommendations for senior leadership with the aim of enhancing strategic and operational decision-making related to PSEA. - Ensure that age, gender, disability and other diversity factors relevant to the West Bank context are systematically applied, integrated and documented in all activities throughout the PSEA activities/assignments. - Submit a final report outlining overview of findings and activities, emerging best practices, knowledge management capacities, and recommendations to WBFO. - Performs other duties as may be assigned.

Education University degree from an accredited educational institution in Social Science, Social Work, international development, human rights, or a related field;

Work Experience A minimum of 8 years of progressively responsible experience in the field of international development, human rights, and/or humanitarian sectors

Understanding of the Core Humanitarian Principles and international guidance on accountability to affected populations and Prevention of Sexual Exploitation and Abuse

Technical expertise in at least one of the following areas: child protection, human rights, protection, gender-based violence/survivor assistance, staff misconduct and discipline and with Monitoring, Evaluation, Accountability and Learning (MEAL) and Results-based Management (RBM).

Direct experience working with GBV survivors.

Coordination experience

Experience and skills in capacity building and mentoring program teams and ability to achieve results in remote settings.

Demonstrated experience in managing and analyzing qualitative and quantitative data.

Experience in design, implementation and analysis of assessments and surveys.

Languages Excellent command of written and spoken English, including capacity to translate large documents.
