Org. Setting and Reporting

The Protection Analyst reports to the Senior Protection Officer (International Protection and Advocacy)

Responsibilities

Supports the analysis of legislative, policy and other barriers to accessing rights and/or that create other protection risks for Palestine refugees across all fields in which UNRWA operates, and regularly monitors changes in the protection environment and related contextual dynamics in coordination with field offices. Is responsible for the Protection Office analysis of protection trends and policy positions on emerging protection issues affecting Palestine refugees across fields to inform protection responses and programming, including the development of risk assessments, vulnerability profiles and other related materials. Drafts protection reporting across fields and at headquarter level, including leading on and/or supporting the research and drafting of protection reports, briefing materials, and both public and private protection advocacy products and messaging, while also ensuring the verification and accuracy of data. Supports engagement with and reporting to international human rights mechanisms – led by the Department of Legal Affairs (DLA) – including both planned submissions and responses to ad hoc requests regarding international human rights and protection issues. Assists in the development, updating and implementation of an agency-wide advocacy framework and strategy, and ensures the timely and effective tracking of advocacy indicators across fields and at headquarters level. Reviews protection data across fields, provides support to field offices to strengthen data collection methods and verification as well as ensure they are positioned to capture priority protection trends and emerging protection risks, and builds the capacity of field protection teams to analyse and report on protection trends. Leads and/or supports the formulation and oversight of regional or field level research projects designed to strengthen UNRWA’s knowledge on key thematic protection areas that also supports regional protection analysis and reporting. Supports the establishment of partnerships with external protection actors (UN agencies, NGOs, etc.) on protection topics and actively participates in coordination fora at the regional level as required. Monitors and analyses current events, public opinion and press, identifies issues and trends, and advises the Division on opportunities to focus monitoring and promote advocacy in accordance with the Field and Protection Division strategies and in reporting.

Education

Advanced university degree (Master’s or equivalent) from an accredited educational institution in international relations, public administration, human rights, law, communication, journalism, humanities or related field.

Work Experience

At least five years of responsible and relevant experience in humanitarian work, refugee sector, human rights and/or protection is required. Unless already serving as an international staff member in the UN common System, at least two continuous years of relevant international experience outside UNRWA, and outside the country(s) of citizenship is required. Practical experience in reporting, preferably in humanitarian and human rights issues and drafting official reports; ability to present information and data in a clear and instructive manner is required. Advanced university degree (Master’s or equivalent) from an accredited educational institution in international relations, public administration, human rights, law, communication, journalism, humanities or related field is required. Familiarity with the work of non-UN organizations working in protection-related fields is desirable. Working knowledge of Arabic is desirable. Knowledge and understanding of the Palestine refugee situation and the political context of the Middle East is desirable.

Languages

Excellent command of written and spoken English is required. Working knowledge of Arabic is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Type of Contract and duration: 1 year project funded, appointment subject to funds availability, extension based on need, funds and performance.
