Org. Setting and Reporting The Common Back Office (CBO) Programme Officer, P3 is a part of the Regional DCO (R-DCO) Africa and is located in Addis Ababa, Ethiopia. The Incumbent will closely work with the Programme Management Officer – BOS & Admin and DCO Country Business Strategy (CBS) Section in NY, USA under the direct supervision of Team Leader/ Strategic Planner and overall supervision of Regional Director of R-DCO Africa.

Responsibilities •Within delegated authority, the Programme Officer (Common Back Office (CBO)) provides substantive support to regional Operations Management Team (OMT) and in particular in the scaling of the Common Back Office and Business Operations Strategy (BOS). Works closely in a team with the BOS Specialist and reports to RD

More specifically, the Programme Officer will: •Provide substantive support in the development of Common Back Offices (CBO) in the Africa region. •Establishes together with OMTs national baselines, cost avoidance goals and implementation plans for CBO implementation. •Provide Quality Assurance of the CBO in alignment with BOS, in close collaboration with UNDCO HQ and the UNDCO CBS team. •Support R-OMT Africa on testing and implementation CBO methodology. •Monitor CBO implementation in countries, identifying and documenting bottlenecks and facilitating solutions, and contribute to scaling up of innovations at country and regional levels. •Liaise with UNDCO HQ on issues that need resolution and recommends solutions from reports on best practices. •Undertake CBO outreach activities; conducts training workshops, seminars, etc.; make presentations. •Participate in or lead CBO field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. •Undertake survey CBO initiatives; design data collection tools; review, analyze and interpret responses, identify problems/issues and prepare conclusions. •Research analyze and present information gathered from diverse sources about CBOs; perform regional analysis and modeling; promote common data sets at country and regional levels. •Monitor and review the implementation plan and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan. •Supports OMTs in annual reporting CBO implementation measured from the base line and providing evidence of cost avoidance. •Provide substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. •Perform other duties as required.

Education Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in project or programme management, administration, or a related area, is required. Experience in the UN inter-agency collaboration and development cooperation is desirable. Knowledge of Business Operations Strategy and common back office operations is desirable. Experience in operations management is desirable. Experience in the UN system or a comparable international organization is desirable. Experience working at the headquarters of a development cooperation organization is desirable. Field experience in development cooperation is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Working knowledge of Spanish is an asset.

NOTE: "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.

Assessment Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
